<br />Introduced by Mr. Glickert <br />3. <br />BILL 9238 – <br />An ordinance approving a final plat for a minor subdivision of a tract of land to <br />be known as 7918-20 Delmar Boulevard condominium, a survey and condominium plat of <br />part of Lot 33 of Central Suburbs subdivision. <br /> Bill 9238 had its first reading <br /> <br /> <br /> Introduced by Mr. Jennings <br />4. <br />BILL 9239 <br />– An ordinance authorizing the Mayor of the City of University City Missouri to <br />execute the Municipal Housing and Community Development Cooperation agreement of <br />2015 – 2017; and supplemental agreements thereto with St. Louis County with regard to the <br />Housing and Community Development Act of 1974 as amended. <br /> Bill 9239 had its first reading. <br /> <br /> <br />Dr. Carr stated that Ms. Pumm had provided her with a copy of the 2011 Cooperation Agreement <br />however she would like to see copies of all of the previous agreements prior to taking a vote on <br />this bill. <br /> <br />N. <br />CITIZEN PARTICIPATION (continued if needed) <br />Gregory Pace, 7171 Westmoreland, University City, MO <br />Mr. Pace stated that to impugn Mr. Wilson as a lay person in the field of traffic engineering is out of <br />line, since he studied this topic while obtaining his civil engineering degree at Rolla. He stated that <br />how the math works with respect to the overtime for the Fire Department is that there was no hour <br />for hour. The fire apparatus was operated by three employees rather than four, and the Union had <br />no problem with them doing so. <br /> <br />Jan Adams, 7150 Cambridge Avenue, University City, MO <br />th <br />Ms. Adams addressed several comments made at the July 18 Council meeting. Regarding the <br />confidential records of personnel discussed by Dr. Carr, the employee expressly waived his right to <br />confidentiality and requested that the hearing be made a part of the public record. The evidence <br />included at the hearing contained the employee’s personnel records which he chose to make <br />public. Therefore there is no basis for any action against the City Manager. The <br />privilege of designating a document as confidential belongs to Council, thus all decisions regarding <br />this exercise are subject to a majority vote. <br /> <br />A cursory review of the record will illustrate that there are numerous contradictory <br />statements being made by members of this Council. Other jurisdictions have legislation banning <br />outright lies by elected officials in their official capacity. Ms. Adams stated that she would like to <br />propose a resolution that prohibits Councilmembers from lying in the public record, and protects <br />both free speech and the City’s democracy. <br /> <br />O. <br />COUNCIL REPORTS/BUSINESS <br /> <br />1. <br /> <br />Boards and Commission appointments needed <br /> <br />Mayor Welsch read the appointments that were needed. <br />2. <br /> <br />Council liaison reports on Boards and Commissions <br />nd <br />Mr. Jennings reported that the Youth Commission held a teen party on July 22 at Heman <br />Park.
