Session 1781 <br />May 8, 2000 <br /> <br /> INSERTIONS, DELETIONS AND CHANGES; CONTAINING A SAVING CLAUSE <br /> AND PROVIDING A PENALTY. <br /> <br />Mayor Adams stated that an amendment to this bill had to be approved. <br />Mr. Wagner moved the amendment. Mr. Lieberman seconded the motion. <br /> <br />Mr. Ollendorff stated that Mr. Wagner requested a clarification to the requirement <br />that the building official can require a keyed lock box on large buildings with a <br />common entryway. The clarification is that it only applies to that kind of building <br />and it would not include the doors to individual storage or apartment units. <br /> <br />The motion to approve the amendment carried unanimously. <br /> <br />Jerome Koczan, 6906 Washington, he is here to express his concern about the <br />second part of this bill that deals with gates. He was concerned with the fact that <br />the emergency services would use a key to get into the gate. They could easily <br />have over 100 keys. When someone needs emergency medical attention, looking <br />through 100 keys for the right one could waste valuable minutes in saving <br />someone's life. He believes that the city should institute a standard specification <br />for a chain that should be used city wide. The chain could then be cut through <br />with a cutter. <br /> <br />Ms. Antoinette Dinkelmann, 9100 Overland Plaza, represents the Lipton Group, <br />who is the managing agent for Donaldson Court apartments. She said this <br />apartment is a gated community. She is concerned with the methods and <br />procedures as to how the City plans to put this measure into affect. <br /> <br />Mr. Ollendorff is suggesting to Council to give the Code official the authority to go <br />to her building and make a suggestion, unique to her building, on how to get into <br />her complex. Each building will be evaluated separately with her. <br /> <br />Mr. Munkel said that the Fire Code has 85 years of experience behind it. This <br />measure is for the prevention of loss of life and injury. Not every gate is going to <br />be amenable to the same lock/chain method. He would like to say that the City <br />will work with the property owners and firefighting staff to determine what the <br />best way is to prevent the loss of life and injury. We are trying to enable our <br />emergency personnel to get their as quickly as possible. <br /> <br />Mr. Schoomer said that he is confused at this point and can see confusion on the <br />faces of some of his colleagues. He would like to move that this receive only the <br /> <br />12 <br /> <br /> <br />
