Session 1781 <br />May 8, 2000 <br /> <br />#4 - Fair in the Square Picnic Beer License: I recommend approval by the Council of the <br />annual picnic liquor license for the Gateway Detachment of the Marine Corp League to sell <br />beer at our annual Fair-in-the-Square celebration. Proceeds go to charitable purposes and <br />the event takes place in the area around Kingsland, Washington, Trinity, and Delmar on <br />May 21. <br /> <br />Mr. Wagner moved adoption of the consent calendar. Mr. Munkel seconded the motion, <br />which carried unanimously. <br /> <br />AGENDA #2 - BUDGET PUBLIC HEARING: <br /> <br />The City Council has set aside 7:30 p.m. this date and place for citizens to present <br />comments on their ideas for the 2000-2001 City budget. We propose to spend $23 <br />million to support all of the high quality services our citizens have come to expect. We <br />need to raise the refuse collection monthly fee by about a dollar, while most other revenue <br />sources can remain at present rates until next year. The only areas envisioned for increased <br />expenditure are City building maintenance and City street improvements. The City Council <br />has scheduled a series of budget meetings and hearings over the next two weeks. Final <br />adoption of the budget should take place early in June, allowing time to prepare for the <br />beginning of our July 1st fiscal year. <br /> <br />Mayor Adams opened the public hearing at 7:35 p.m. <br /> <br />Elsie Glickert, 6712 Etzel, stated that it was be very beneficial for funds to be placed in the <br />budget for the senior adults in the high-rise buildings to receive transportation to Heman <br />Park Pool. She believes monies should be budgeted to keep all tax supported facilities <br />open. The Natatorium is closed on May 6 and Heman Park does not open until May29th. <br />St. Louis County needs to remodel the north side of Olive at the intersection at Kingsland as <br />well as they remodeled the south side of Olive at that intersection. It is dangerous turning <br />left off of Wilson going north on Midland, because of the bannister the County has placed <br />there. For long term planning consideration, she feels that Pershing School's play yard <br />should be extended across Etzel. They are the only school without an attached park and <br />the play yard is the only place where the neighborhood children can play ball. She asked <br />about Beyond Housing's role in the community and if they received a subsidy from the City. <br />The City Manager will have to look it up and get back with her. She hopes that we <br />subsidize enough funds for them to be more direct in breaking the segregated housing <br />pattern north of Olive, which must be stopped. She says that she has to pay the same <br />amount in refuse fees for an alley refuse box as other residents who get individual boxes <br />that have driveways.
