Session 1781
May 8, 2000

Mr. Schoomer moved reappointment of Ms. Joy Lalita Wade to the Arts and Letters
Commission for term ending January 2, 2004. Mr. Sharpe seconded the motion, which
carried unanimously.

OATH OF OFFICE:

At this time, the City Clerk administered the oath of office to J. Scott Rimell of AT&T
Communications to the Committee for Access and Local Origination and Programming.

Mayor Adams thanked Mr. Rimell for his willingness to serve on this important committee,
noting that the service of citizens on the City's boards and commissions filled a very
important function in our City's government.

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR (5 ITEMS):

#1 - Nine Pre-Owned 2000 Chevrolet Impalas: Invitations for Bids were issued for
purchasing nine cars for the detectives. A trade-in allowance was requested for nine 1998
Luminas. Only one response was received which the Purchasing Specialist felt was too
high as related to a new 2000 Impala previously purchased, therefore the IFB was
reissued. The following response was received:

Enterprise Car Sales
Enterprise Car Sales

Total Trade-In Total
4-13-00) $160,758 $71,000 $89,758
4-25-00) $153,558 $71,000 $82,558

Mr. Ollendo~ recommends purchasingthesevehiclesfrom Enterpriseforthe bid of
$82,558.

#2 - This item was removed to discuss later as a reRular a~enda item per Mr. Lieberman's
request.

#3 - Public Hearin~ Schedule - Zonin~ Text: Mr. Ollendorff recommends setting Monday,
June 5 at 7:30 p.m. in these Council Chambers as the time and place for a public hearing
to consider comments on the addition to Zoning Code definitions of various types of short
term loan establishments so as to restrict the proliferation of such uses in various zoning
districts. Since high cost short term loans, borrowing against car titles, instant check
cashing, and other related activities often involve a high level of police attention and can
work to the detriment of retail shopping areas, the Plan Commission and City staff join in
recommending adoption of these zoning provisions.
