Session 1781 <br />May 8, 2000 <br /> <br />9. The car wash shall be limited to automobiles, small trucks, and vans no more than <br /> 7 ft. in height and 20 ft. in length. <br /> <br />10. <br /> <br />11. <br /> <br />Screening of washing and drying activities from the west shall be accomplished <br />through the installation of an approved swale/wall together with dense landscaping <br />or by the installation of self-closing doors on all sides of the facility. <br /> <br />Continual litter policing during all hours of operation shall be provided together with <br />suitable containers for this purpose. <br /> <br />With such restrictions the automotive related use of this property in a retail and park setting <br />can be approved without fear of negative consequences. <br /> <br />Mr. Wagner moved approval with all conditions as stated. Mr. Munkel seconded the <br />motion. <br /> <br />Mr. Schoomer moved that an additional condition be added that alcohol consumption and <br />overly loud speaker systems would be prohibited during the hours of operation. Mr. <br />Sharped seconded the motion. <br /> <br />Mr. OIlendorff asked Mr. Schoomer if he was requiring that the car wash have an <br />attendant. Mr. Schoomer responded that if an attendant did not enforce this condition, <br />who would? He did not believe it should be the responsibility of our police department. <br />Mr. Wagner stated that the police would be sent out on a complaint basis. Mr. Schoomer <br />is not happy with this. <br /> <br />Mr. Schoomer feels that if there is no attendant, then there will be no enforcement of trash, <br />noise or alcohol restrictions. <br /> <br />Don Uxa, is the managing partner of Squeaky Clean Car Wash. Mr. Uxa said that he has <br />attendants at all of his sites that average about 4 hours a day between Monday through <br />Friday and 6-8 hours a day on the weekend. He assumes that the City has appropriate <br />ordinances already in place with restrictions regarding trash, alcohol and noise. It is not <br />good business for them to allow people to be loitering at their facilities doing things they <br />should not be doing. They discourage this kind of behavior. <br /> <br />Mr. Wagner wished to know if an attendant would be available at night to squelch <br />immediately any noise problems. Mr. Uxa stated that he encounters most problems during <br />the day, not at night. There are very few cars that are cleaned between 10 p.m. and <br />midnight. He would rather have someone there during the day when they can help more <br />customers. He has references from the City Managers at Kirkwood and Maryland Heights <br /> <br /> <br />
