Session 1781 <br />May 8, 2000 <br /> <br />who state how well they keep their facilities clean in their cities. It would be difficult to <br />find attendants to work at the later hours. <br />Ms. Colquitt asked the applicant why it was necessary to operate the business between the <br />hours of 10 p.m. and midnight if little business is expected. Mr. Uxa stated that they are <br />mirroring Schnucks hours to accommodate their customers. <br /> <br />Mr. Schoomer stated that the reasons that these conditions are placed in the permit is <br />because it makes the owner responsible, instead of the violator. It a continual problem <br />occurs against one of the conditions, the City can shut the operation down, as well as send <br />the violators to jail. <br /> <br />In response to Ms. Colquitt, Mr. Ollendorff stated that he had not checked out the <br />applicant's other establishments. He has witnessed these problems at other car washes, <br />but he does not know that this is the same owner. The car wash on Delmar, for example, <br />has litter everywhere at almost any time and he has witnessed alcohol consumption - many <br />of the problems being pointed out here. He doubts if that carwash is owned by these <br />people, however. <br /> <br />Mayor Adams stated that they did receive a glowing recommendation from the Kirkwood <br />City Manager, but that was it. Ms. Colquitt would like to see more recommendation letters <br />from other cities where these car washes are located. <br /> <br />Mr. Schoomer is comfortable as long as all of these conditions are in place. At least we will <br />control of the situation if everything goes awry. <br /> <br />Mayor Adams clarified that Mr. Schoomer's amendment is to not allow loud noises and <br />music and consumption of alcohol on the site. Mr. Ollendorff wanted to make certain that <br />everyone understood that adding these conditions makes the owner responsible. <br /> <br />Mr. Uxa has no problem with any of the conditions or Mr. Schoomer's additional condition. <br /> <br />Mayor Adams called the question for Mr. Schoomer's amendment. The motion to add Mr. <br />Schoomer's amendment carried unanimously. <br /> <br />Responding to Mr. Lieberman, Mr. OIlendorff said that the conditions regarding the signs <br />were included in his agenda summary, perhaps too briefly. <br /> <br />Elsie Glickert, 6712 Etzel, stated that there used to be a car wash on Olive across from the <br />Jack in the Box, which was a conditional use permit. It was a social problem and <br />subsequently had to be taken down. <br /> <br /> <br />
