<br />Mr. Glickert stated that he had noticed one bid that seemed to be extremely inordinate and <br />wondered if there was a process for handling this type of situation? Mr. Walker stated that <br />there was no process because the bid is the bid. <br /> <br />Voice vote on Mr. Jennings’ motion to approve carried unanimously. <br /> <br />2. <br />Approval to award contract to Spencer Contracting in the amount of $102,446.92 to <br />rehabilitate the pavement conditions on George Street. <br /> <br />Mr. Jennings moved to approve and was seconded by Dr. Carr. <br /> <br />Mr. Kraft questioned whether George was an unimproved street? Mr. Walker stated that it <br />was. <br /> <br />Mr. Jennings’ motion to approve carried unanimously. <br /> <br />3. <br />Approval of a Liquor License for Tang Palace, 8237 Olive Blvd. including Sunday sales. <br /> <br />Mr. Sharpe moved to approve, was seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />L. <br />UNFINISHED BUSINESS <br /> <br />BILLS <br /> <br />M. <br />NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2014 – 38 A resolution declaring City Council meetings “a warrant free zone.” <br />Presented by Councilmembers Kraft and Jennings. <br /> <br />Mr. Kraft moved to approve, was seconded by Mr. Jennings. <br /> <br />Mr. Kraft read the Resolution into the record. “Whereas free speech and the ability to publicly <br />address elected representative or central features of a representative government; and <br />whereas too many St. Louis County residents have outstanding warrants for non-criminal <br />matters; and whereas many of these warrants are issued by municipalities as a way to <br />increase revenue; and whereas residents have told U-City that fear of arrest and jail from these <br />warrants makes them afraid to participate in Council meetings, now therefore be it resolved <br />that the U-City Council declares that Council meetings will formally be declared a warrant-free <br />zone where warrants for non-criminal activity will not be enforced, and be it further resolved <br />that U-City Council has asked other city councils to adopt similar resolutions.” <br /> He stated that based on statistics there are some municipalities within St. Louis County <br />whose collections from fines and warrants per capita is roughly $700.00 per person. University <br />City is not one of those municipalities and this resolution represented a symbolic statement <br />that says this City Council wants its citizens to know that they can come to meetings and talk <br />about the problems they are dealing with, without the fear of being arrested. <br /> <br />Dr. Carr asked if anyone had talked to the Chief of Police or the City Manager to get their <br />opinion about this resolution. <br /> <br />Mr. Jennings stated that he had discussed this issue with Mr. Kraft and the City Manager and <br />they all had concluded that there is a need to conduct additional research to determine if there <br />is anything that can be done to ensure that the City’s traffic laws are fair and equitable, without <br />hindering their impact. So there will be more discussions going forward that will include the <br />Chief of Police. <br /> <br />4 <br /> <br /> <br />
