<br />Dr. Carr stated that resolutions are binding and therefore she is a little uncomfortable voting for <br />approval prior to obtaining input from the person who will be in charge of its administration. <br /> <br />Mr. Sharpe asked Mr. Walker if he had been involved in the discussions surrounding this issue. <br />Mr. Walker stated that he had been involved in the discussions and that he had also discussed <br />the matter with the Chief of Police. He stated that it has not been the City’s policy to arrest <br />anyone who attends a Council meeting that has a non-criminal warrant. <br /> <br />Mayor Welsch asked for clarification of the fact that the resolution refers only to non-criminal <br />warrants in this chamber? Mr. Kraft stated that the resolution specifically says, “Whereas <br />warrants for non-criminal activity will not be enforced.” <br /> To further clarify, Mayor Welsch stated that the City will continue to enforce warrants issued <br />by other jurisdictions, and anticipates that the same would hold true for warrants issued by <br />University City. <br /> <br />Mr. Jennings stated that this resolution merely represented the beginning of how University <br />City starts to look at doing business. He stated that going forward a review and discussion of <br />the entire municipal court system is being planned that will include police chiefs, city attorneys <br />and municipal court judges. <br /> <br />Mayor Welsch asked Mr. Walker if it was correct to state that Chief Adams had no concerns <br />with this resolution as it is being presented. Mr. Walker stated that he had discussed the <br />Resolution with Chief Adams. <br /> <br />Dr. Carr stated that she would still like to hear from Chief Adams prior to taking a vote. She <br />moved to postpone approval of the resolution until Council had the opportunity to hear the <br />opinion of Chief Adams. <br /> <br />There was not a second to Dr. Carr’s motion. <br /> <br />Mr. Kraft’s motion to approve Resolution 2014- 38 carried by a majority, with an abstention <br />from Dr. Carr. <br /> <br />2. <br />Resolution 2014 – 39 Personal Property and Real Estate tax rate <br /> <br />Mr. Glickert moved to approve, seconded by Dr. Carr and the motion carried unanimously. <br /> <br />BILLS <br /> <br />N. <br />CITIZEN PARTICIPATION (continued if needed) <br />Kristen Otto, 7100 Cornell, University City, Mo <br />Ms. Otto expressed her concerns about what impact of outsourcing the City’s EMS services <br />would have on the City. She stated that while everyone appreciated the fact that Council is <br />looking at ways to save money, residents’ one desire is that University City continues to be a <br />place where people want to live. <br /> <br />Edward McCarthy, 7101 Princeton Avenue, University City, MO <br />Mr. McCarthy stated that the CALOP Commission will be meeting tomorrow night to discuss its <br />future. The commission started out as a great idea but at this time it is no longer needed.
