<br />Ms. McQueen expressed her concern with her inability to efficiently locate or find information on <br />the City’s website. She suggested that options be made available for citizens to obtain Council <br />agenda packet sooner in order to review the material for the upcoming agenda. <br /> <br />Marva Miller, 1224 Fairview Avenue, University City, MO <br />Ms. Miller asked Council if they would provide her with an update on the current programs and <br />services that are being offered for seniors and youth. She stated that if there is a possibility for <br />extra resources as a result of the dissolution of the CALOP Commission then she would like to <br />suggest that some of the funds be spent on technology upgrades, the enhancement of senior <br />programs and youth leadership opportunities. <br /> <br />O. <br />COUNCIL REPORTS/BUSINESS <br /> <br />1. <br /> <br />Boards and Commission appointments needed <br />Mayor Welsch read the appointments that were needed. <br />2. <br /> <br />Council liaison reports on Boards and Commissions <br />3. <br /> <br />Boards, Commissions and Task Force minutes <br />Mayor Welsch stated that the minutes from various Board and Commission meetings had <br />been distributed to Council. <br />4. <br />Other Discussions/Business <br />Mayor Welsch announced appointments and reappointments that needed to be made by <br />Council and reminded Council to inform nominees of what would be involved in that <br />particular commission, noting that the Arts & Letter’s Commission is a very active <br />Commission involving more time from its members. <br /> <br />P. <br />COUNCIL COMMENTS <br />thth <br />Dr. Carr stated that on September 9 and 10 University City experienced extraordinary rain <br />resulting in flooding along River des Peres and many of the City’s streets. She provided an <br />update on the avenues that are being explored to ensure residents that they have not been <br />forgotten. <br /> <br /> The City submitted a grant that is currently being evaluated by FEMA. <br /> <br /> The City submitted a second grant to FEMA, in which no funding has been allocated for <br />2014. The grant would be resubmitted to SEMA for consideration. <br /> <br /> The Army Corps of Engineers’ study is in danger of losing its funding. Assistance can <br />be sought from Congressional representatives to see if they can help draw attention to <br />the funding of this study. <br /> <br /> Dry Flood-Proofing is a concept that has been successfully utilized by a resident to <br />keep his basement dry. Conversations have been initiated with Mr. Wilson and Ms. <br />Fuhler to discuss how the City can incorporate this approach into the City’s toolbox. <br /> <br /> A Town Hall meeting will be conducted by Dr. Carr in October to discuss some of these <br /> <br />ideas with residents wholive in the flood plain. <br />Dr. Carr stated that at the last Council meeting Mr. Crow addressed how an entire exchange <br />between himself and the City Manager was missing from the minutes. Dr. Carr stated that she <br />voted against the change in Council’s Rules that gave the City Clerk discretion on what should <br />be included in the minutes. These omissions pertain to subject matter, content and statements <br />that reflect poorly on the City Manager, the Mayor and members of the majority. Notably <br />absent from the minutes were questions and answers related to the following: <br /> <br /> Why the RFP sets a different standard for outsourced EMS services than the standards <br />that were approved in the budget <br /> <br /> Why the RFP states preferred rather than required as it relates to two staffed <br />ambulances 24/7 <br /> <br /> Why the RFP doubles the EMS response time from 3 minutes to 7 minutes <br /> <br /> How the standards set forth in the RFP were established <br /> <br /> How forwarding calls from the City’s dispatcher to the company’s dispatcher will <br />maintain the current level of service <br />6 <br /> <br /> <br />
