Session 1779
April 3, 2000

AGENDA #3 - UNIVERSITY CITY TRFE STUDY:

Many University City resident volunteers worked with our consultant and staff over the past
year to conduct a detailed survey of University City's street trees. Forestry consultant Skip
Kincaid has prepared a report outlining the highlights of the survey. Since continued
vigilance is necessary to maintain this important community asset, survey findings will be
very helpful as we prepare future tree planting and maintenance budgets. The volunteers
analyzed each of our 11,339 street trees and found most are in good shape. They did find
spaces available to add 2000 more trees to our urban forest.

Skip Kincaid, 737 Kirkshire, said that the City's designation as a Tree City is not one that
should be taken lightly. It is an honor that University City has had for about as long or
longer than any other municipality in the State of Missouri. He congratulated the City for
this distinct honor. Mr. Kincaid described the process of training and working with forty
University City residents in conducting a detailed survey of University City's street trees.
Mr. Kincaid went over highlights of his inventory report. He noted that the City's Forester,
Norma Bonham, who recently retired, was a nationally recognized urban forestry leader and
she had done a great job in University City. He suggests conducting this type of survey
every five years.

Responding to Mr. Wagner, Mr .Kincaid said that there was a list of dozens of tree species
for replacement of dead and hazardous trees.

Responding to Mr. Lieberman, Mr. Kincaid said that this inventory only looked at public
street trees, not private trees or trees on park ground. He stated that a quick and dirty
figure to use was that for every seven or eight private trees there is one street tree.

Mayor Adams thanked Mr. Kincaid for a truly informative report, which shows the fantastic
job that Norma Bonham has done for the City in maintaining and improving the City's tree
stock. It is a tremendous loss to the City to lose her and he thanked her from the bottom of
his heart for her expertise over the years.

Responding to Mr. Lieberman, Mr. Ollendorff stated that there would be an announcement
any day now on Norma's replacement as City Forester.

AGENDA #4 - CONDITIONAL USE - 701 WESTGATE TELECOM ANTENNAS:

Mr. Ollendorff concurs with the Plan Commission recommendation that approval be granted
for a permit to install ten foot high antennas at the top of this ten story building which
already houses several similar structures. The conditions are:
