Session 1787 <br />June 19, 2000 <br /> <br />PROCLAMATION - NATIONAL BELL RINGING DAY: <br /> <br />Mayor Adams declared July 4th, 2000 as National Bell Ringing Day, which <br />celebrates the tolling of the Liberty Bell at Independence Hall, Philadelphia, Pa., <br />at 2:00 p.m., which proclaims the signing of the Declaration of Independence. <br />Mayor Adams encouraged all citizens, business owners and community leaders to <br />participate by ringing bells at 2:00 p.m. or to fly the American Flag in observance <br />of this day. <br /> <br />RESOLUTION - COMMUTATION OF HOWARD MECHANIC SENTENCE: <br /> <br />Mayor Adams read a resolution which stated the Council's support for the commutation of <br />Howard Mechanic's sentence for throwing a cherry bomb firecracker during an anti-war <br />demonstration at Washington University on May 4, 1970. <br /> <br />Mr. Schoomer moved approval. Mr. Munkel seconded the motion, which carried <br />unanimously. <br /> <br />RESOLUTION - WASHINGTON UNIVERSITY ANNEXATION: <br /> <br />Mayor Adams read a resolution which states the City's interest to apply to the Boundary <br />Commission for annexation of the Washington University Hilltop Campus. <br /> <br />Mayor Adams explained that this resolution was part of the legal process required by the <br />Boundary Commission and will be sent to them. <br /> <br />Mr. Munkel moved approval. Mr. Schoomer seconded the motion, which carried <br />unanimously. <br /> <br />CITY MANAGER'S REPORTS: <br /> <br />AGENDA #1 - CONSENT CALENDAR (3 ITEMS): <br /> <br />#1 - 2000-2001 Annual Order - Gasoline and Petroleum Products: Bids for furnishing <br />petroleum products and gasoline for the 2000-2001 fiscal year have been received. These <br />products include various oils and lubricants for use in maintaining the City's vehicles and <br />equipment. Invitations to Bid were sent to eight possible sources. Initially only one <br />response was received. The bid prices were much higher than the previous year, therefore <br />bids were resolicited.
