License required, definitions~ It shall be unlawful for any person, fir~ or corporatio[1 to engage in or carry on within the city the business of dry cleanin~ or spotting in which gasoline, naptha, benzine or other solvents are used to clean or renovate any clothing or articles of wearing apparel or any fabric of any kind without first obtaining a license as hereinafter pro- vided for each cleaning or spotting establishment proposed to be conducted by suc~ person, firm or corporation. A dry cleaner is hereby defined as any person, firm or corporation keeping or using more than two quarts of gasoline~ naptha, benzine or other solvents to clean or renovate any fabric of any kind for profit or reward. A spotter i8 hereby defined as any person, firm or corporation keeping or using two quarts or less of gasoline, naptha, benzine or other solvents to clean or reno- vate any fabric of any kind for profit or reward. Section 904.2. Application and issuance of license: ~plication for a license shall be made in writing to the director of finance upon such forms and giving such information as he may require. A separate application shall be mado for each establishment carried on or conducted by the applicant wherever located in the city, which application shall be approved by the chief of the fire depart- ment and the buildin~ commissioner after an inspection of the premises, before a license shall be issued. If it appears from the application so filed and approved that the premises in which the applicant proposes to carry on such business confoms to the requirements below set forth, then upon the pa~ent to the director of finance of the license fee hereinafter provided for, the director of finance shall there- upon issue a license authorizing such applicant to engage in or carry on such business in the place designated in the license. Section 904.3. License and inspection fees: All persons, firms or corpora- tions enga~ed in or conducting dry cleaning, dry dyeing or spotting establishnents~ as set forth in this article, shall make returns for licenses in like manner and be required to pay the sa~e license tax as is provided in this chapter for merchants. Section 904.4. Code of regulations adopted~ Lll dry cleaning and dry dyeing plants or establishments within the city shall be installed, regulated and safeguarded in accordance with the standards of the National Board of Fi~e Under- writers :'For Safeguarding Dry Cleaning and Dry Dyeing Plants," as recour~ended by the National Fire Protection Association and set forth in pamphlet No. 32 dated June 195&, and supplements thereto, issued by said National Board of Fire Under- writers, a copy of which rules and regulations and all amendments thereto shall be kept on file in the office of the city clerk, and it shall be unlawful for any person, firm or corporation within the city installing or conducting any such es- tablisl'~aent to violate any of the rules or ~egulations set forth therein. Section 904.5.
