STAKE BILL NOo 5903 ORDINANCE NOo ;~67 AN (P~DINANCE CkEATING A LAND CLEARANCE FCR REDEVELOt~NT ALTHCRITY WITHIN THE CITY OF b~IVERSITY CITY IN ACCORDANCE WITH THE PRO- VISIONS OF Ti~. STATUTES OF Thee STATE OF MISS 0bRI ~ ~FHEREAS., the Cctu~cil did, by Ordinance No. 3856, enacted the 7th day of August, 1961, find that certain undesirable condi- tions existed in certain areas of the City of University City in which buildings or improvenD-nts, by reason of deterioration, age or obsolescence, inadequate provisions for ventilation, light, air, sanitation, or open spaces, high density of population and over- crowding, inadequate parking, and existence of conditions which endangered life by fire, traffic or other cruses, and did further find that certain areas existed which by reason of the predominance of the defective or inadequate street layout, insanitary or unsafe conditions, deterioration of said improvements, improper sub- division or obsolete platting, conditions exist which endanger life ~ property and that such areas should be r" '~.,~.veloped, and did further adopt the Land Clearance f~..~edevelopment Authority Law as applicable to the City, subject to s vote of the people at an election to be called and held fcr such purpose; and WHEREASs said election wns called end held on the 21st day of September, 1961, and the adoption of said law and its applicability to the City of University City was approved by a majority of the voters voting thereupon; and WHEREAS, the Council now finds that one or more blighted or insanitary areas exist in this commu~ity, and that the redevelop- merit of such area or areas is necessary .~n the Luterest of the public health, safety, morals and welfare of the residents of this comm- unity; THEREFC~E BE IT 0RDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI~ AS FOLLOWS:
