THEREFORE, BE IT OP~DAINED BY THE COUNCIL OF THE CITY OF U~]IVERSITY

<br />CITY, MISSOURI, AS FOLLOWS:
<br />
<br />Section 1. It is hereby declared to be the policy of the City of Univer-
<br />
<br />sity City in the exercise of its licensing and police powers for the preservation
<br />of the peace and the protection of the comfort, health, welfare and safety of the
<br />
<br />City of University City and the inhabitants thereof, to prohibit discriminatory
<br />
<br />practices in places of public accommodations as hereinafter defined.
<br />
<br />Section 2. Definitions. ~';hen used herein:
<br />
<br />(a) The term "person" includes one or more individuals, partnerships,
<br />associations, corporations, legal representatives, or other group of
<br />persons.
<br />
<br />(b) The term "Commission" means the University City Commission on
<br />tI,,,,,nn Relations as defined in Ordinance No. 3777 of the ordinances
<br />of the City of University City.
<br />
<br />(c) The phrase "places of public accommodation" means all businesses
<br />or enterprises offering or holding out to the general public, services,
<br />facilities or commodities for the peace, comfort, health, welfare and
<br />safety of such general public including, but not limited to, places
<br />providing food, shelter, recreation, amusement and education.
<br />
<br />Section 3. Discriminatory practices, as hereinafter defined and
<br />
<br />established, in places of public accommodation are hereby prohibited and declared
<br />
<br />(a) It shall be a discriminatory practice directly or indirectly to deny,
<br />refuse or withhold from any person, within the City of University City, on
<br />account of race, color, religious affiliation or lack thereof, ancestry or
<br />national origin, full and equal accommodation advantages, facilities and
<br />privileges in all places of public accommodation.
<br />
<br />(b) It shall be a discriminatory practice for the o~.mer, lessee, manager,
<br />proprietor, concessionaire, custodian, agent, or employee of a place of
<br />public accommodation within the City of University City to treat differ-
<br />entially any person in the sale of a commodity, in the use of a facility,
<br />or in the enjoyment of a privilege, by reason of race, color, religious
<br />affiliation or lack thereof, ancestry or national origin, or to segregate
<br />or require the placing of any person in any separate section or area of the
<br />premises, or facilities, by reason of race, color, religious affiliation, or
<br />lack thereof, ancestry or national origin.
<br />
<br />(c) It shall be a discriminatory practice to place, post, maintain, dis-
<br />play, or circulate, or knowingly cause, permit or allow the placing, posting,
<br />maintenance, display or circulation of any written or printed advertisement,
<br />notice or sign of any kind or description to the effect that any of the
<br />accommodations, advantages, facilities, or privileges of any place of public
<br />accommodation shall be refused, withheld from or denied to any person by
<br />reason of race, color, religious affiliation, or lack thereof, ancestry
<br />or national origin, or that the patronage of any person is unwelcome,
<br />objectionable, or not acceptable, desired or solicited by reason of race,
<br />color, religious affiliation or lack thereof, ancestry or national origin,
<br />or that any person is required or requested to use any separate section or
<br />area of the premises o~ facilities by reason of race, color, religious
<br />affiliation or lack thereof, ancestry or national origin.
<br />
<br />Section 4. The administration of this ordinance shall be the
<br />
<br />responsibility of the University City Commission on Human Relations. It shall
<br />
