Session 1792
September 11, 2000

CITIZEN COMMENTS:

Mr. Ronald Golden, 1554 Mendell, is here to discuss the MSD! River Des Peres drainage
ditch which runs adjacent to his property. It is causing soil erosion. Utility lines are not
being managed properly. Trees and brush are overgrown. Nothing has been done with this
since he has lived there (1971). There is a large hole in his backyard. There used to be a
concrete pipe that used to help the water runoff from his lawn down to the ditch, but that
pipe has eroded away and is not there anymore.

Reverend and Mrs. Willis, 1570 Mendell Dr., is also here to complain about the MSD/River
Des Peres drainage ditch. They are here to appeal with the Council to have the ditch fixed.
MSD agrees it needs to be fixed, but it is on a very long list. They have lost one-third of
their property to soil erosion. There are all manner of rodents. They feel a sense of urgency
and need some serious help.

Rosemary Merriweather, 1550 Mendell Dr., is also here to complain about similar issues
and to appeal that the City help in getting this ditch fixed. Her yard is sinking and eroding,
as well.

Ira Walker, 1558 Mendell Dr., is also here to complain about similar issues and to also
appeal the City to assist them with dealing with MSD.

Mayor Adams said that this is definitely an extremely old problem. He asked Mr. Ollendorff
to look into why MSD is not fixing this. Mr. Lieberman said that MSD was doing some
work along this ditch, just not in this particular area. Mr. Ollendorff said that they built a
concrete channel on the west side of Mendell. The problem is that they did not come back
to the area these citizens represent.

Ms. Colquitt would really like to see a meeting set up with MSD. Mr. Sharpe also agrees
that this would be a good idea. Mr. Ollendorff agreed that MSD should be contacted
regarding this matter.

Mr. Schoomer said that he had been in a meeting with MSD a couple of years ago and they
showed all of the projects that they intended to do. The only problem was that there was
no money to do them. The projects would not be done until a rate increase was
established so they could sell bonds. They have not put forth these measures for voter
approval.

8
