Section 5. Tax Abatements: <br /> <br />No real property within the District sub- <br /> <br />Ject to partial tax abatement under the provisions of the Urban Redevelopment <br /> <br />Ordinance No. 5085, and/or the Urban Eedevelopment Corporations Law of Missouri~ <br /> <br />shall be exempt from the taxes levied in Section 4 of this ordinance. <br /> <br />Section 6. Bonds: For the purposes of paying all costs and expenses <br /> <br />to be incurred in the acquisition, construction~ improvement, and/or expansion <br /> <br />of any of the facilities of the District, the District may incur indebtedness and <br /> <br />issue general obligation and/or revenue bonds, or notes for the payment thereof, <br /> <br />subject to the requirements for such instruments found in the Missouri Revised <br /> <br />Statutes. <br /> <br />Section 7. Advisory Commission: The City Council shall have sole <br /> <br />discretion as to how the revenues of the District shall be used within the scope <br /> <br />of this ordinance. To assist in exercising this discretion, a University City <br /> <br />Special Business District Advisory Commission is hereby created: <br /> <br />Membership - The Advisory Commission shall consist of <br />seven (7) members, chosen from individuals who own prop- <br />erty or operate a municipally licensed business within <br />the boundaries of the District, with reference to their <br />fitness for such offices. No m~mher of the municipal <br />government shall be a member of the Advisory Connission. <br /> <br />Term of Office - Upon passage and approval of this ordi- <br />nance, the Mayor, with the approval of the City Council, <br />shall appoint the members of said Advisory Commission, <br />who shall hold office: Two (2) for one year, two (2) <br />for two (2) years ~n~d hree (3) for three (3) years, <br />from the first of~following their appointment. The <br />membe~2_2hall~.ast loAs at their first regular meet~-8 <br />to determine their respective terms. Annually thereafter <br />the Mayor shall, before the first of January of each <br />year, appoint, as before, replacement members for those <br />members whose term expires and those replacement members <br />shall hold office for three (3) years, and/or until <br />their successors ere appointed. <br /> <br />Dismissals - The tit7 Council may remove any member of <br />the Advisory Counnission for misconduct or neglect of <br />duty. <br /> <br />Vacancies - Vacancies on the Advisory Commission, occa- <br />sioned by removal, resignation or otherwise, shall be <br />reported to the City Council and shall be filled in like <br />manner as normal appointments within thirty (30) days of <br />the report to the Council. Members appointed to fill <br />vacancies shall assume the term of membership held by the <br />vacated member. <br /> <br />E. Compensation - No member of the Advisory Commission <br /> shall receive compensation for his duties. <br /> <br />Conflict of Internst - No person shsall be~nploTed]~' <br />the District who is related to a member of the Advisory <br />Coauission either by blood or marriage, and no business <br />shall be conducted with firms which are owned in whole, <br />or part, by a person related to a member of the Advisory <br />Commission either by blond or marriage. <br /> <br />°3- <br /> <br /> <br />
