The Company shall provide an institutional cable <br />with 20 "forward" and 20 "reverse" channels which may be <br />expanded to 35 "forward" and 35 "reverse" channels when <br />needed. Construction, installation and maintenance will <br />be at Company expense. The institutional cable shall <br />interconnect all public and parochial schools, City <br />government buildings including the public library, the <br />St. Louis Rabbinical College, Childgrove Day Care <br />School, St. Joseph Institute for the Deaf, the St. Louis <br />Conservatory and School for the Arts, KETC Channel 9 and <br />Washington University with approval of proper <br />authorities. <br /> <br />2. The service provided under this section shall con- <br />sist of one service connection for each institution <br />served. The recipient may extend or arrange at its own <br />cost for such extension on its premises as it desires in <br />compliance with the Company's rules protecting the oper- <br />ation of the cable system from interference. <br /> <br />i) OPERATING RULES <br /> <br />1. Operating Rules Governing Public Access Channels <br /> <br />(a) The public access channel(s) shall be available <br />for access cablecasting to any University City resi- <br />dent, group, organization or other entity on a <br />first-come, non-discriminatory basis upon the filing <br />of an appropriate request therefor in aceordance <br />with Subsection 4 hereof, and consistent with the <br />availability of the public access channel at the <br />time and for the duration requested. <br /> <br />36 <br /> <br /> <br />
