(ii) Make this list available to members of the <br /> public who have a legitimate interest in <br /> obtaining the information contained in the <br /> list. <br /> <br />(j) No announcements are required by this section as <br />to feature motion picture films produced initially <br />and primarily for theater exhibition. <br /> <br />(k) Rates for leased channel~ have not been final- <br />ized and because of the nature of lease chsnnel <br />activity, the rates are anticipated to be variable. <br />All such rates charged for leased channels shall be <br />fair and reasonable and will be a matter of public <br />record and filed with the City of University City. <br /> <br />4. Use of the Cabl~casting Equipment <br /> <br />(a) Cablecasting equipment shall be available on a <br />first-come, non-discriminatory basis. Application <br />for use of such equipment shall be made on the <br />appropriate applications for access channel use. <br /> <br />(b) Applicants seeking to operate or use access <br />equipment will be required to satisfy the Program <br />Coordinator that they are qualified and have the <br />ability to operate and use that equipment. <br /> <br />(c) During the time the access equipment is in the <br />possession of applicant(s), applicant(s) will be <br />completely and wholly responsible for its care, <br />safekeeping and custody. In the event of loss, <br />theft, damage or irresponsible use of the access <br />equipment, applicant(s) may be held responsible for <br />the total cost of its repair or replacements, as <br />determined by the Program Coordinator. Addition- <br />ally, such occurrences may subject the user(s) to <br />forfeiture of the right to use the Company's access <br />equipment. <br /> <br />(d) Access equipment requested for remote use shall <br />be returned within 24 hours of the time the equip- <br />ment was checked out, unless permission for an <br />extended period is given by the Program Coordinator. <br /> <br />(e) Incompetent persons, minors, or those who in the <br />past have demonstrated they are poor credit risks <br />may be required to place a deposit for the check-out <br />of access equipment with the Program Coordinator <br />prior to use. Sucb deposit shall be refunded in <br />full by the Program Coordinator upon the timely <br />return of the access equipment in satisfactory <br />condition. <br /> <br />Applications for Public Access and Educational Access <br />Channels <br /> <br />(a) Application for the use of the public or the <br />educational access channels shall be submitted in <br />writing and shall identify the proposed access <br />channel user by name and address, and specify or <br />contain the following information: <br /> <br />(i) The access channel desired (public or <br /> educational); <br /> <br />41 <br /> <br /> <br />
