the directlye of the City~ Interconnection of systems may be done by direct <br /> cable connection, microwave link~ satellite, or other appropriate method. <br /> <br /> b) INTERCONNECTION PROCEDURE <br /> <br /> Upon receiving the directive of the City to interconnect, the Com- <br /> <br /> pany shall immediately initiate negotiations with the other affected system or <br /> systems in order that all costs may be shared equitably among cable companies <br /> for both construction and operation of the interconnection link. <br /> <br /> c) RELIEF <br /> <br /> The Company may be granted reasonable extensions of time to inter- <br />connect or the City may rescind its order to interconnect upon petition by the <br />Company to the City. The City shall grant said request if it finds that the <br />Company has negotiated Jn good faith and has failed to obtain an approval from <br />the system or systems of the proposed interconnection, or that the cost of the <br />interconnection would cause an unreasonable or unacceptable increase in sub- <br />scriber rates. <br /> <br /> d) COOPERATION REQUIRED <br /> <br /> The Company shall cooperate with any interconnection corporation, <br />regional interconnection authority or City, County, State and Federal regula- <br />tory agency which may be hereafter established for the purpose of regulating, <br />financing, or otherwise providing for the interconnection of cable systems <br />beyond the boundaries of the City. <br /> <br /> e) INITIAL TECHNICAL REQUIREMENTS TO ASSURE <br /> FUTURE INTERCONNECTION CAPABILITY <br /> <br /> 1. The Company shall use the standard frequency allo- <br /> cations for television signals. <br /> 2. The Company is required to use signal processors at <br /> the headend for each television signal. <br /> 3. The Company must provide local origination equip- <br /> ment that is compatible throughout the metropolitan <br /> area so that videocassettes or videotapes can be shared <br /> by various systems. <br /> <br /> ARTICLE III. ADMINISTRATION AND REGULATION <br /> <br />Section 1. Rules and Regulatfons <br /> <br /> a) In addition to the inherent powers of the City to regulate and <br />control this franchise, and to those powers expressly reserved by the City, or <br />agreed to and provided for herein, the right and power is hereby reserved by <br />the City to promulgate such additional regulations as it shall find necessary <br />in the exercise of its lawful powers and in furtherance of the terms and condi- <br />tions of this franchise. <br /> <br />46 <br /> <br /> <br />
