relating to Special Historic Districts, and enacting in lieu thereof a new <br /> <br />Article and changing Article 1X to provide for Historic Landmarks and <br /> <br />Districts, so that said section, as so amended, shall read as follows: <br /> <br />ARTICLE IX HISTORIC LANDMARKS AND DISTRICTS <br /> <br />SECTION 34-110. INTENT AND PURPOSE <br /> <br />The preservation of Historic Landmarks and Districts <br />promotes the public welfare and serves a public purpose <br />by providing education, enrichment and inspiration to <br />residents of the City, and by maintaining a civic <br />cultural environment conducive to the conservation of <br />property values. It is the purpose of this article to <br />reasonably assure the preservation of Historic Landmarks <br />and Districts. In doing so it is intended in general <br />that this article be construed liberally so as to <br />preserve the basic and general aspects of the Historic <br />Landmarks and Districts, rather than the preservation of <br />every historic detail. It is further intended that any <br />new construction be compatible with the existing sur- <br />rounding structures rather than be a particular architec- <br />tural style; that in general there be no restriction on <br />interior alterations which do not affect the exterior <br />appearance of buildings which are not publically owned <br />Historic Landmarks. <br /> <br />SECTION 34-111. DEFINITIONS <br /> <br />"Historic Lanamark" shell mean a structure, building, <br />humanly created object or environmental feature which <br />possesses historic value by reason of age, or association <br />with important figures or events; or evidences aspects of <br />the history of University City, the State of Missouri, or <br />the United States; or embodies the distinctive character- <br />istics of a type, period or method of Construdtion; or <br />represents the work of a historically notable architect, <br />designer or craftsperson; and which is designated as a <br />Historic Landmark by Ordinance by the City Council. <br /> <br />"Historic District" shall mean an area within defined <br />geographical boundaries containing buildings, structures, <br />humanly created objects, or environmental features which <br />collectively constitute an area which possesses histori- <br />cal value by the criteria established herein for a <br />Historic Landmark; and which is designated as a Historic <br />District by ordinance by the City Council. <br /> <br />SECTION 34-112. HISTORIC PRESERVATION CONNISSION <br /> <br />SECTION 34-112.1 ESTABLISHMENT <br /> <br />The establishment of a Historic Preservation Commission <br />is hereby authorized, The Council is empowered to <br />appropriate funds to the Commission, <br /> <br />SECTION 34-112.2 MEMBERSHIP <br /> <br />The membership of the Commission shall consist of nine <br />(9) members who shall serve without compensation and who <br />shall be appointed by the City Council for terms of three <br />years, except that the first three of the members <br />appointed shall serve for a one year term each, and the <br /> <br /> <br />
