relating to Special Historic Districts, and enacting in lieu thereof a new Article and changing Article 1X to provide for Historic Landmarks and Districts, so that said section, as so amended, shall read as follows: ARTICLE IX HISTORIC LANDMARKS AND DISTRICTS SECTION 34-110. INTENT AND PURPOSE The preservation of Historic Landmarks and Districts promotes the public welfare and serves a public purpose by providing education, enrichment and inspiration to residents of the City, and by maintaining a civic cultural environment conducive to the conservation of property values. It is the purpose of this article to reasonably assure the preservation of Historic Landmarks and Districts. In doing so it is intended in general that this article be construed liberally so as to preserve the basic and general aspects of the Historic Landmarks and Districts, rather than the preservation of every historic detail. It is further intended that any new construction be compatible with the existing sur- rounding structures rather than be a particular architec- tural style; that in general there be no restriction on interior alterations which do not affect the exterior appearance of buildings which are not publically owned Historic Landmarks. SECTION 34-111. DEFINITIONS "Historic Lanamark" shell mean a structure, building, humanly created object or environmental feature which possesses historic value by reason of age, or association with important figures or events; or evidences aspects of the history of University City, the State of Missouri, or the United States; or embodies the distinctive character- istics of a type, period or method of Construdtion; or represents the work of a historically notable architect, designer or craftsperson; and which is designated as a Historic Landmark by Ordinance by the City Council. "Historic District" shall mean an area within defined geographical boundaries containing buildings, structures, humanly created objects, or environmental features which collectively constitute an area which possesses histori- cal value by the criteria established herein for a Historic Landmark; and which is designated as a Historic District by ordinance by the City Council. SECTION 34-112. HISTORIC PRESERVATION CONNISSION SECTION 34-112.1 ESTABLISHMENT The establishment of a Historic Preservation Commission is hereby authorized, The Council is empowered to appropriate funds to the Commission, SECTION 34-112.2 MEMBERSHIP The membership of the Commission shall consist of nine (9) members who shall serve without compensation and who shall be appointed by the City Council for terms of three years, except that the first three of the members appointed shall serve for a one year term each, and the
