fo <br /> <br />To consider applications for the grant of variances <br />to a Historic Landmark or within a Historic Dis- <br />trict, and to make recommendations concerning such <br />requests to the Board of Adjustment; <br /> <br />go <br /> <br />To make such rules and regulations with respect to <br />Commission procedures as are consistent with the <br />intent and purposes of this Article and as are <br />necessary to fulfill the responsibilities of the <br />Commission under this Article; <br /> <br />ho <br /> <br />To consider all applications for amendments, modifi- <br />cations or revisions of this Article, and to make <br />recommendations concerning such applications to the <br />City Council in such manner as to afford 'review and <br />comment by the Plan Commission; <br /> <br />To file an application with the Zoning Administrator <br />to amend the text of the Zoning Code or to fezone any <br />property in University City; <br /> <br />To initiate from time to time a comprehensive review <br />of the provisions of this article or any part <br />thereof; <br /> <br />To disseminate to owners or occupants of Historic <br />Landmarks or within Historic Districts, or to the <br />general public, information concerning the preserva- <br />tion of Historic Landmarks or Historic Districts; <br /> <br />To solicit grants or gifts on behalf of the City and <br />to make recommendations to the City Council regarding <br />the acceptance of grants or gifts; <br /> <br />To spend appropriated funds, grant allocations, or <br />other funds, for the employment of technical advisors <br />and other budgeted operating expenses, subject to the <br />limitations of established City budgetary and pur- <br />chasing procedures; <br /> <br />To recommend inspections by City staff of historic <br />structures or objects within Historic Districts, sub- <br />ject to staff scheduling and budgetary restrictions; <br /> <br />To recommend to the Traffic Commission, Plan Commis- <br />sion and City Council a plan for any established <br />Historic Landmark site or Historic District regarding <br />development, which plan may be adopted by the City <br />Council as an amendment to the ordinance establishing <br />the Historic Landmark or Historic District. <br /> <br />SECTION 34-113. <br /> <br />DESIGNATION OF HISTORIC LANDMARKS <br />AND DISTRICTS <br /> <br />SECTION 34-113.1 APPLICATION <br /> <br />Applications hereinafter made for designation as a <br />Historic Landmark or District shall be made to the <br />Historic Preservation Commission by filing an application <br />in the Office of the Zoning Administrator who shall <br />inform the Commission of receipt of such application at <br />their next regular meeting. Applications may be made by <br />any owner of affected property, subdivision trustee or <br />agent, neighborhood association, Board or Commission of <br />the City of University City, or the City Council. Such <br />applications shall be made in writing and shall comply <br />with rules regarding the submission of applications <br />adopted by the Historic Preservation Commission.
