SECTION 34-117. BUILDING PERMITS FOR A HISTORIC LAND- MARK OR WITHIN A HISTORIC DISTRICT SECTION 34-117.1 BUILDING PERMIT REQUIRED It shall be unlawful to enlarge, alter or repair any Historic Landmark or to construct, enlarge, alter or repair any building, structure, humanly constructed object, or environmental feature within a Historic District when such activities are regulated by Uni- versity City Zoning Code and Ordinance establishing a specific Historic Landmark or District without first obtaining a Building Permit. It shall be unlawful to construct a new building or structure in a Historic District or on a lot occupied by a Historic Landmark without first obtaining a Building Permit. SECTION 34-117.2 REFERRAL TO HISTORIC PRESERVATION COMMISSION Zoning Administrator: In examining an application for a Building Permit to which Section 34-117.1 applies, the Zoning Administrator shall determine if the enlargement, alteration, repair and/or construc- tion is deemed to require Commission review in the regulations and standards contained in the Ordinance creating the specific Historic Landmark or Historic District. The Zoning Administrator may, when the Ordinance does not require referral, immediately approve issuance of a Building Permit but shall thereupon notify the Commission of such action. With regard to all other applications for a Building Permit, the Zoning Adminstrator shall forward a copy of the application to the Historic Preservation Commission for interpretation, advice and recommen- dations. All applications for Building Permits pertaining to publicly owned Historic Landmark structures or publicly owned structures within a Historic District shall be referred to the Commission for interpretation, advice and recommendations. b. Historic Preservation Commission: The Commission shall review and report on every application for a Building Permit referred to it by the Zoning Adminis- trator subject to this section. SECTION 34-117.3 REVIEW OF BUILDING PERMIT ~LPPLICATION New Construction at a Historic Landmark or within a Historic District: In reviewing an application for a Building Permit subject to this subsection, no specific architectural style shall be required and a determination shall be made as to whether or not the proposed new construction is compatible with a Historic Landmark or other buildings, structures, humanly constructed objects, or environmental features within the Historic District, and with open spaces to which it may be visually related. This determination shall be made on the basis of standards set forth in the section of the Zoning Code which establishes the Historic Landmark or District. bg Enlargements, Alterations or Repairs to tile Existing Structures at an Historic Landmark or Within a Historic District: In reviewing an application for a Building Permit subject to this sub-section, a deter- mination shall be made as to whether or not the
