historical or architectural character of the existing building, structure, humanly constructed .object, or environmental feature will be preserved, and whether the proposed enlargment, alteration or repair is compatible with other buildings, structures, humanly constructed objects, or environmental features within the district, and with open spaces to which it may be visually related. This determination shall be made on the basis of standards set forth in the section of the Zoning Code which establishes the Historic Land- mark or District. SECTION 34-117.4 DECISIONS AND ISSUANCE a. Historic Preservation Commission: The Commission shall recommend approval or disapproval of an applica- tion for a Building Permit within forty five (45) days after the receipt of the copy of such an application from the Zoning Administrator, or in the case of applications which are modified by the applicant after consultation with the Commission, the recommendations of the Commission shall be made within thirty (30) days after the receipt of the amended or modified appli- cation. The applicant shall be notified of meeting dates of the Commission and shall be given the opportunity to be present when the application is discussed by the Commission. When the Commission recommends disapproval of an application it shall render a written report to the Zoning Administrator, a copy of which shall be given to the applicant explaining the reasons for the Commission's decision. Zoning Administrator: The Zoning Administrator shall resolve all zoning issues within her/his jurisdiction incident to applications for Building Permits. In the event that the Zoning Administrator approves an application for a permit, subject to this section, after a rcommendation of disapproval by the Historic Preservation Commission, the Zoning Administrator shall immediately notify the Commission of this decision. SECTION 34-117.5 APPEALS A decision by the Zoning Administrator to approve or not to approve an application for a Building Permit, subject to this section, shall be considered a decision of the Zoning Administrator within the meaning of Section 34- 67.1 of this Chapter, and may be appealed to the Board of Adjustment in accordance with the provisions of Section 34-67 of this Chapter regardless of any recommendation or lack of recommendation from the Historic Preservation Commission. SECTION 34-118. PERMIT TO DEMOLISH SECTION 34-118.1 PERMIT REQUIRED It shall be unlawful to demolish any building, structure, or humanly constructed object anywhere in University City without first obtaining the appropriate permit in accordance with the requirements of the Building Code and complying with the procedures set forth in this section. Nothing in this Article shall be construed so as to prohibit the Building Commissioner from acting under any emergency provisions of Chapter Six (6) of the Municipal Code of University City.
