historical or architectural character of the existing <br />building, structure, humanly constructed .object, or <br />environmental feature will be preserved, and whether <br />the proposed enlargment, alteration or repair is <br />compatible with other buildings, structures, humanly <br />constructed objects, or environmental features within <br />the district, and with open spaces to which it may be <br />visually related. This determination shall be made <br />on the basis of standards set forth in the section of <br />the Zoning Code which establishes the Historic Land- <br />mark or District. <br /> <br />SECTION 34-117.4 DECISIONS AND ISSUANCE <br /> <br />a. Historic Preservation Commission: The Commission <br /> shall recommend approval or disapproval of an applica- <br /> tion for a Building Permit within forty five (45) days <br /> after the receipt of the copy of such an application <br /> from the Zoning Administrator, or in the case of <br /> applications which are modified by the applicant after <br /> consultation with the Commission, the recommendations of <br /> the Commission shall be made within thirty (30) days <br /> after the receipt of the amended or modified appli- <br /> cation. The applicant shall be notified of meeting <br /> dates of the Commission and shall be given the <br /> opportunity to be present when the application is <br /> discussed by the Commission. When the Commission <br /> recommends disapproval of an application it shall render <br /> a written report to the Zoning Administrator, a copy of <br /> which shall be given to the applicant explaining the <br /> reasons for the Commission's decision. <br /> <br />Zoning Administrator: The Zoning Administrator shall <br />resolve all zoning issues within her/his jurisdiction <br />incident to applications for Building Permits. In <br />the event that the Zoning Administrator approves an <br />application for a permit, subject to this section, <br />after a rcommendation of disapproval by the Historic <br />Preservation Commission, the Zoning Administrator <br />shall immediately notify the Commission of this <br />decision. <br /> <br />SECTION 34-117.5 APPEALS <br /> <br />A decision by the Zoning Administrator to approve or not <br />to approve an application for a Building Permit, subject <br />to this section, shall be considered a decision of the <br />Zoning Administrator within the meaning of Section 34- <br />67.1 of this Chapter, and may be appealed to the Board of <br />Adjustment in accordance with the provisions of Section <br />34-67 of this Chapter regardless of any recommendation or <br />lack of recommendation from the Historic Preservation <br />Commission. <br /> <br />SECTION 34-118. PERMIT TO DEMOLISH <br /> <br />SECTION 34-118.1 PERMIT REQUIRED <br /> <br />It shall be unlawful to demolish any building, structure, <br />or humanly constructed object anywhere in University City <br />without first obtaining the appropriate permit in <br />accordance with the requirements of the Building Code and <br />complying with the procedures set forth in this section. <br />Nothing in this Article shall be construed so as to <br />prohibit the Building Commissioner from acting under any <br />emergency provisions of Chapter Six (6) of the Municipal <br />Code of University City. <br /> <br /> <br />
