i <br /> 3. Commonly Usable Residential Open Space: Commonly usable <br /> residential open space for new buildings shall be provided <br /> in accordance with the provisions provided in Section 34-53 <br /> for the exclusive use of residents of any building or <br /> project built in this district. <br /> 4. Site Coverage: In order to assure the provision of open <br /> space for the exclusive use of pedestrians , the total <br /> amount of the surface of the site covered by buildings, <br /> parking, driveways, roads and any accessory buildings in <br /> any new development shall not exceed fifty-five (55) <br />- 4 <br /> percent of the total amount of the surface of the site. <br /> This requirement shall not be construed to preclude a <br /> underground structure from occupying an entire lot and as <br /> condition of site plan approval projecting no more than <br /> one(1) story or twelve (12) feet above the existing grade <br /> level. Any open plaza elevated above or depressed below <br /> the predominant site grade may be considered for these <br /> purposes as site surface, so long as it is developed and <br /> landscaped for pedestrian use, and adequate provision is <br /> made for open pedestrian access to such a plaza level. <br /> 5. Site Plan Review: No building permits shall be issued for <br /> new development, adaptive reuse or substantial additions to <br /> an existing development unless expressly authorized by the x <br /> City Council after a site plan review is completed as <br /> provided in Section 34-69. For the purpose of this <br /> provision, the term "substantial addition" shall mean an <br /> increase of twenty-five (25) percent or more in the floor <br /> area of any building. <br /> i <br /> 34-34.7 DEVELOPMENT STANDARDS <br /> The following standards are intended to provide a guideline <br /> for proposals for development in the "P-RO" district. <br /> Under compelling conditions these standards may be varied <br /> in the direction of greater or lesser restriction as a <br /> condition of site plan review as provided for development <br /> standards (and not "use regulations") in Section 34-69. <br /> 1. Lot size: <br /> Minimum Area: Thirty thousand (30,000) square feet. <br /> Minimum Lot Width: One hundred (100) feet. s <br /> Minimum Lot Depth: One hundred (100) feet. <br /> 2. Minimum Right-of-Way Setback: Thirty (30) feet. <br /> i <br /> 3. Minimum Property Line Setback: Twenty-five (25) feet. <br /> 4. Parking: <br /> Enclosure of On-site Parking: All on-site parking spaces <br /> for new buildings required by the provisions below must be <br /> enclosed, either within below-grade parking garages, within <br /> the principal structure(s) or within separate multilevel <br /> parking garage structures. <br /> Modification of Enclosure Requirement: As a condition of <br /> site plan review; all or a portion of the parking required <br /> in accordance with the regulations below may be provided as <br /> open or unenclosed parking in lots or in open stalls. <br /> s <br /> Residential Parking: A minimum of one and one-half (1-1/2) <br /> on-site parking spaces shall be provided for each apartment <br /> or attached single-family dwelling unit located on the <br /> first five (5) stories of any structure, plus one and four- <br /> tenths (1.4) spaces for each dwelling unit located above F <br /> 4 <br />
