WHEREAS, the City Council of the City of University City is cogni- <br />zant of the conditions that are imposed in the undertaking and carrying out of <br />urban renewal projects, including those prohibiting discrimination because of <br />race, color, creed, sex or national origin; and <br /> <br /> WHEREAS, the Authority has had presented to it studies of the <br />location, physical condition of the structure, land use, environmental <br />influences, and the social, cultural and economic conditions of the Proiect <br />Area, and has determined that the Project Area is an insanitary area and that <br />it is detrimental and a menace to the safety, health and welfare of the <br />inhabitants and users thereof and of the locality as a whole because of the <br />predominance of a building and improvements which, by reason of dilapidation, <br />deterioration, age or obsolescence, inadequate provision for ventilation, <br />light, air, sanitation or open spaces, or the existence of conditions which <br />endanger life or property by fire or other causes, or any combination of such <br />factors, is conducive to crime and juvenile delinquency and constitutes an <br />economic and social liability and is detrimental to the public health, safety, <br />morals and welfare in its present condition and use, and such conditions and <br />use should be eliminated in the public interest, and the members of the City <br />Council have been fully apprised by the Authority and are aware of these facts <br />and conditions; and <br /> <br /> WHEREAS, there has been prepared and referred to the City Council of <br />the City of University City for review and approval of the Redevelopment Plan <br />for the Project Area, a copy of which is attached hereto as Exhibit B (the <br />"Plan"); and <br /> <br /> WHEREAS, the Plan has been approved by the Board of Commissioners of <br />the Authority; and <br /> <br /> WHEREAS, a general plan has been prepared and is recognized and used <br />as a guide for the general development of the City as a whole; and <br /> <br /> WHEREAS, the Plan Commission, which is the duly designated and <br />acting official planning body for the City, has submitted to the City Council <br />its report and recommendations respecting the Plan for the Project Area and <br />has certified that the Plan conforms to the said general plan for the City as <br />a whole, and the City Council has duly considered said report, recommendations <br />and certificates of the Plan Commission; and <br /> <br /> <br />
