Section 3. The Plan for the Project Area having been duly reviewed <br />and considered, is hereby approved, and the City Clerk be and is hereby <br />directed to file the copy of said Plan with the minutes of this meeting. <br /> <br /> Section 4. It is hereby found and determined that the Plan for the <br />Project Area conforms to the general plan for the City. <br /> <br /> Section 5. It is hereby found and determined that the financial aid <br />provided and to be provided for financial assistance pertaining to the Project <br />Area is necessary to enable the redevelopment activities to be undertaken in <br />accordance with the Plan for the Project Area, and that the financial plan for <br />the Project Area is feasible. <br /> <br /> Section 6. It is hereby found and determined that the Plan for the <br />Project Area will afford maximum opportunity, consistent with the sound needs <br />of the City as a whole, for the redevelopment of the Project Area by private <br />enterprise, said private development to be sought pursuant to the requirements <br />of Section 99.450, Revised Statutes of Missouri. <br /> Section 7. It is hereby found and determined that no relocation of <br /> of the Project Area will be required, because there are no <br /> <br />occupants <br />occupants. <br /> <br /> Section 8. It is hereby found and determined that the Plan for the <br />Project Area gives due consideration to the provision of adequate public <br />facilities and private and public parking facilities. <br /> Section 9. In all contracts with private or public redevelopers of <br />any portion of the Project Area, wherein the Authority shall sell or lease <br />property for redevelopment or rehabilitation, the redeveloper and all those <br />holding under redeveloper, shall agree to use the property in accordance with <br />the provisions of the Plan, and be bound by the conditions and procedures set <br />forth therein. <br /> Section 10. If the Project Area is sold or leased to a redevelop- <br />ment corporation formed pursuant to Chapter 353, Revised Statutes of Missouri, <br />1978, as amended, taxes, or payments in lieu of taxes (if leased from the <br />Authority) shall be based on th assessment of land and buildings in effect as <br />of the first day of the calendar year in which the Project Area is so sold or <br />leased, for ten years after purchase or lease from the Authority; and for the <br />next succeeding ten years at one half the value for assessment during the <br /> <br />4 <br /> <br /> <br />
