e <br /> <br />All wires, guy wires, tubes, cables, poles or other <br />fixtures erected, constructed or maintained in <br />violation of the provisions of any ordinance of the <br />City, or of any permit, shall be deemed an <br />obstruction to and an encroachment upon the public <br />highways of the City and subject to the penalties of <br />the Code. <br /> <br />Section 2. This ordinance shall not be construed so as to relieve <br /> <br />any person, firm or corporation from any penalty heretofore incurred by the <br /> <br />violation of Section 28-16, or by the prosecution for any such violation. <br /> <br />Section 3. Any person, firm or corporation violating any of the <br /> <br />provisions of this ordinance, shall, upon conviction thereof, be subject to <br />the penalty p~ovided in Chapter 1, Section 1-8 of the Municipal Code of the <br /> <br />City of University City. <br /> <br />Sect[on 4.
