The City C.lerk. is hereby directed to advertise for sealed bids in a regular weekly newspaper, of general circulation, published in the County of St. Louis, Missouri, by an insertion to appear at least ten (10) days prior to the date set for the opening of the bids, which will be received by him at his office. up to. ten-thirty (10:30) o'clock (C.S.T.) Thursday morning, the 17th day of May 1984, and then to be opened in the presence of the City Manager, who will award the contract to the lowest responsible bidder, subject to confirmation by the City Council. The City reserves the right to reject any and all bids. Each bid must be accompanied by cashier's or certified check on some bank or trust company in the County or City of St. Louis, or an acceptable bid bond, payable to the order of the City of University City, Missouri, in the sum of NINE HUNDRED DOLLARS ($900.00), as a guarantee that the successful bidder will, upon award being made, enter into the contract hereinafter provided for. The checks of the unsuccessful bidders shall be returned to them upon the rejection of their bids. Section 4.
