J. INCENTIVE PROGRAMS: PHYSICAL IMPROVEMENTS AND REIMBURSEMEI~T OF <br /> <br /> COSTS OF REHABILITATION. <br /> UCRC will assess the potential. advantages of tax incentives <br /> <br />through the use of limited partnerships and historic district <br /> <br />designations, and then disseminate information to the private investors <br />indicating the availability of these incentives and describing the <br />application process. <br /> <br /> Additionally, UCRC will encourage private investors to apply to <br />the City of University City through the University City Land Clearance <br />for Redevelopment Authority for participation in the Parkview Gardens <br /> <br />Rehabilitation Grant Program. Under this program University City will <br /> <br /> " <br />assist in reducing rehabilitation loan costs by giving a gFant to <br /> <br />private investors upon <br /> <br />property to the Project <br /> <br />the completion of the rehabilitation of a <br />Standards. The gran~'is based on a percentage <br /> <br />of the <br /> <br />Block Grant Funds <br /> <br />Missouri. <br /> <br />rehabilitation costs. Funding is from Community Development <br /> obtained under a contract with St. Louis County, <br /> <br />K. INTENSIFIED CODE ENFORCEMENT. <br /> <br /> UCRC will cooperate with the' City of University City in seeking to <br />intensify and facilitate an improved University City code enforcement <br />dealing with zoning and existing structures. Some of the proposed <br />methods for intensifying this enforcement procedure would include the <br /> <br />requirements that inspectors be responsible for issuing notices of <br /> <br />violation, refusing occupancy permits where outstanding notices of <br /> <br />violations exist, encouraging court enforcemeDt of code violation and <br />billing propertyowner~ for the cost ~f reinspections necessitated by <br />the failure to abate violations in a timely fashion. Additionally, <br />the frequency of exterior building inspections will be increased. <br /> <br /> <br />
