INTRODUCED BY COUNCILMEMBER SCHOOMER BILL NO. 7658 ORDINANCE NO. 5454 AN ORDINANCE FINDING THAT A CERTAIN BLIGHTED AREA EXISTS IN THE CITY OF UNIVERSITY CITY AND THAT THE REDEVELOP- MENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST UNDER CHAPTER 99 , REVISED STATUTES OF MISSOURI, AS AMENDED; APPROVING THE REDEVELOPMENT PLAN ("PLAN") FOR THE TRINITY DELMAR REDEVELOPMENT AREA; FINDING THAT SAID PLAN CONFORMS TO THE GENERAL PLAN FOR THE DEVELOPMENT OF THE CITY; FINDING THAT THE FINANCING PLAN TO ENABLE THE AREA TO BE REDEVELOPED IN ACCORDANCE WITH THE PLAN IS FEASIBLE AND AFFORDS MAXIMUM OPPORTUNITY FOR DEVELOPMENT OF THE AREA BY PRIVATE ENTERPRISE; FINDING THAT THERE IS NO NEED FOR RELOCATION BECAUSE THERE ARE NO OCCUPANTS TO BE DISPLACED FROM THE PROJECT AREA; PROVIDING FOR TAX ABATEMENT UNDER CHAPTER 353 , REVISED STATUTES OF MISSOURI, AS AMENDED; AND CONTAINING AN EMERGENCY CLAUSE. WHEREAS, by reason of the predominance of defective or inadequate street layout, insanitary or unsafe conditions, deterioration of site improvements, improper subdivision or obsolete platting, and the existence of conditions which endanger life or property by fire and other causes, the area described in Exhibit A hereto (the "Project Area") retards the provision of housing accomodations or constitutes an economic or social liability or a menace to the public health, safety, morals or welfare in its present condition or use; and WHEREAS, the clearance, replanning, rehabilitation or reconstruction of the Project Area, and the provision for such industrial, commercial, residential, recreational, or public structures and spaces as may be appropriate, including other facilities incidental or appurtant thereto, is necessary and in the public interest under Chapter 99 of the Revised Statutes of Missouri, 1978 , as amended, and is necessary in the interest of public health, safety, morals and general welfare of the people of the City of University City; and WHEREAS, such conditions are beyond remedy and control solely by regulatory process in the exercise of the police power and cannot be dealt with effectively by ordinary private enterprise without the aids provided in the Urban Redevelopment Corporations Law, Chapter 353, Revised Statutes of Missouri, 1978 , as amended, and in the Land Clearance for Redevelopment Law, Chapter 99, Revised Statutes of Missouri, 1978, as amended.
