WHEREAS, the elimination or prevention of the detrimental <br /> conditions in such areas, the acquisiton and preparation of land <br /> in or necessary to the development, the renewal or rehabilitation <br /> of such areas and its sale or lease for development, renewal or <br /> rehabilitation in accordance with general plans and redevelopment <br /> or urban renewal plans of the said City, and any assistance which <br /> may be given by any public body of the said City in connection <br /> therewith are public uses and purposes for which public money may <br /> be expended and private property acquired; and <br /> WHEREAS, recommendations have been made to the University <br /> City City Council by the University City Plan Commission ("Plan <br /> Commission") and the Land Clearance for Redevelopment Authority <br /> of University City ( "authority") concerning a certain blighted, <br /> insanitary, deteriorated and deterioratinq area; and <br /> WHEREAS, the City Council of the City of University <br /> City is cognizant of the conditions that are imposed in the <br /> undertaking and carrying out of urban renewal projects, including <br /> those prohibiting discrimination because of race, color, creed, <br /> sex or national origin; and <br /> WHEREAS, the Authority has had presented to it studies <br /> of the location, physical condition of the structure, land use, <br /> environmental influences, and the social, cultural and economic <br /> conditions of the Project Area, and has determined that the Project <br /> Area is an insanitary area and that it is detrimental and a menace <br /> to the safety, health and welfare of the inhabitants and users <br /> thereof and of the locality as a whole because of the predominance <br /> of a building and improvements which, by reason of dilapidation, <br /> deterioration, age or obsolescence, inadequate provision for <br /> ventilation, light, air, sanitation or open spaces, or the existence <br /> of conditions which endanger life or property by fire or other causes, <br /> or any combination of such factors, is conducive to crime and <br /> juvenile delinquency and constitutes an economic and social <br /> liability and is detrimental to the public health, safety, morals <br /> and welfare in its present condition and use, and such conditions <br /> and use should be eliminated in the public interest, and the members <br /> of the City Council have been fully apprised by the Authority and <br /> are aware of these facts and conditions; and <br /> WHEREAS, there has been prepared and referred to the <br /> City Council of the City of University City for review and approval <br /> the Redevelopment Plan for the Project Area, a copy of which is <br /> attached hereto as Exhibit B (the "Plan") ; and <br /> WHEREAS, the Plan has been approved by the Board of <br /> Commissioners of the Authority; and <br /> WHEREAS, a general plan has been prepared and is recognized <br /> and used as a guide for the general development of the City as <br /> a whole; and <br /> -2- <br />
