WHEREAS, the elimination or prevention of the detrimental conditions in such areas, the acquisiton and preparation of land in or necessary to the development, the renewal or rehabilitation of such areas and its sale or lease for development, renewal or rehabilitation in accordance with general plans and redevelopment or urban renewal plans of the said City, and any assistance which may be given by any public body of the said City in connection therewith are public uses and purposes for which public money may be expended and private property acquired; and WHEREAS, recommendations have been made to the University City City Council by the University City Plan Commission ("Plan Commission") and the Land Clearance for Redevelopment Authority of University City ( "authority") concerning a certain blighted, insanitary, deteriorated and deterioratinq area; and WHEREAS, the City Council of the City of University City is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects, including those prohibiting discrimination because of race, color, creed, sex or national origin; and WHEREAS, the Authority has had presented to it studies of the location, physical condition of the structure, land use, environmental influences, and the social, cultural and economic conditions of the Project Area, and has determined that the Project Area is an insanitary area and that it is detrimental and a menace to the safety, health and welfare of the inhabitants and users thereof and of the locality as a whole because of the predominance of a building and improvements which, by reason of dilapidation, deterioration, age or obsolescence, inadequate provision for ventilation, light, air, sanitation or open spaces, or the existence of conditions which endanger life or property by fire or other causes, or any combination of such factors, is conducive to crime and juvenile delinquency and constitutes an economic and social liability and is detrimental to the public health, safety, morals and welfare in its present condition and use, and such conditions and use should be eliminated in the public interest, and the members of the City Council have been fully apprised by the Authority and are aware of these facts and conditions; and WHEREAS, there has been prepared and referred to the City Council of the City of University City for review and approval the Redevelopment Plan for the Project Area, a copy of which is attached hereto as Exhibit B (the "Plan") ; and WHEREAS, the Plan has been approved by the Board of Commissioners of the Authority; and WHEREAS, a general plan has been prepared and is recognized and used as a guide for the general development of the City as a whole; and -2-
