WHEREAS, the Plan Commission, which is the duly <br /> designated and acting official planning body for the City, has <br /> submitted to the City Council its report and recommendations <br /> respecting the Plan for the Project Area and has certified that <br /> the Plan conforms to the said general plan for the City as a <br /> whole, and the City Council has duly considered said report, <br /> recommendations and certificates of the Plan Commission; and <br /> WHEREAS, the Plan for the Project Area prescribes <br /> certain land uses for the Project Area, and may require certain <br /> public actions to support the Plan; and <br /> WHEREAS, there have been presented to the City Council <br /> information that no relocation will be required because there <br /> are no occupants in the Project Area; and <br /> WHEREAS, there has been presented to this City Council <br /> a financing plan for the development of the Project; and <br /> WHEREAS, in accordance with the requirements of Section <br /> 99 .430, Revised Statutes of Missouri, the City Council advertised <br /> in a newspaper of general circulation in the City of University <br /> City that a public hearing would be held by the City Council on <br /> the Plan and said public hearing was held at the time and place <br /> designated in said notice and all those who were interested in <br /> being heard were given a reasonable opportunity to express their <br /> views; and <br /> WHEREAS, it is necessary that the City Council take <br /> appropriate official action respecting the approval of the Plan; <br /> and <br /> WHEREAS, it is desirable and in the public interest <br /> that the Authority undertake and carry out the Plan for the <br /> Project Area; and <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE <br /> CITY OF UNIVERSITY CITY, AS FOLLOWS: <br /> Section One. The City Council hereby finds that the <br /> Project Area described on Exhibit A attached hereto and incorporated <br /> herein by reference is a blighted or insanitary area, as defined <br /> in Section 99. 320, Revised Statutes of Missouri, and such area <br /> constitutes a serious and growing menace , injurious and inimical <br /> to the public health, safety, morals and welfare of the residents <br /> of the City. <br /> Section Two. It is hereby found and determined that <br /> the Project Area qualifies as a redevelopment area in need of <br /> redevelopment under the provisions of Sections 99 . 300 to 99 .715, <br /> Revised Statutes of Missouri, 1978, as amended, known as the Land <br /> Clearance for Redevelopment Authority Law. <br /> -3- <br />
