WHEREAS, a general plan has been prepared and is recognized and <br /> used as a guide for the general development of the City as a whole; and <br /> WHEREAS, the Plan Commission, which is the duly designated and <br /> acting official planning body for the City, has submitted to the City Council <br /> its report and recommendations respecting the Plan for the Project Area and <br /> has certified that the Plan conforms to the said general plan for the City as <br /> a whole, and the City Council has duly considered said report, recommen- <br /> dations and certificates of the Plan Commission; and <br /> WHEREAS, the Plan for the Project Area prescribes certain land uses <br /> F <br /> for the Project Area, and may require certain public actions to support the <br /> Plan; and <br /> WHEREAS, there has been presented to the City Council information <br /> that no relocation will be required because there are no occupants in the <br /> Project Area; and <br /> WHEREAS, there has been presented to this City Council a financing <br /> plan for the development of the Project; and <br /> WHEREAS, in accordance with the requirements of Section 99.430, <br /> Revised Statutes of Missouri, the City Council advertised in a newspaper of <br /> general circulation in the City of University City that a public hearing <br /> would be held by the City Council on the Plan, and said public hearing was <br /> held at the time and place designated in said notice and all those who were <br /> interested in being heard were given a reasonable opportunity to express g <br /> their views; and <br /> WHEREAS, it is necessary that the City Council take appropriate <br /> official action respecting the approval of the Plan; and <br /> WHEREAS, it is desirable and in the public interest that the <br /> Authority undertake and carry out the Plan for the Project Area; and <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> i <br /> UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. The City Council hereby finds that the Project Area <br /> described in Exhibit A attached hereto and incorporated herein by reference <br /> is a blighted or insanitary area, as defined in Section 99.320, Revised <br /> Statutes of Missouri, and such area constitutes a serious and growing <br /> menace, injurous and inimical to the public health, safety, morals and <br /> welfare of the residents of the City. <br /> 3 <br />
