Section 2. It is hereby found and determined thatthe Project Area qualifies as a redevelopment area in need of redevelopment under the provisions of Sections 99.300 to 99.715, Revised Statutes of Missouri, 1978, as amended, known as the Land Clearance for Redevelopment Authority Law. Section 3. The Plan for the Project Area having been duly reviewed and considered, is hereby approved, and the City Clerk be and is hereby directed to file the copy of said Plan with the minutes of this meeting. Section 4. It is hereby found and determined that the Plan for the Project Area conforms to the general plan for the City. Section 5. It is hereby found and determined that the financial aid provided and to be provided for financial assistance pertaining to the Project Area is necessary to enable the redevelopment activities to be under- ` taken in accordance with the Plan for the Project Area, and that the financial plan for the Project Area is feasible. Section 6. It is hereby found and determined that the Plan for the Project Area will afford maximum opportunity, consistent with the sound needs g: of the City as a whole, for the redevelopment of the Project Area by private enterprise, said private development to be sought pursuant to the require- ments of Section 99.450, Revised Statutes of Missouri. Section I. It is hereby found and determined that no relocation of occupants of the Project Area will be required, because there are no occupants. x Section 8. It is hereby found and determined that the Plan for the Project Area gives due consideration to the provision of adequate public facilities and private and public parking facilities. F Section 9. In all contracts with private or public redevelopers of any portion of the Project Area, wherein the Authority shall sell property for redevelopment or rehabilitation, the redeveloper and all those holding 4 under the redeveloper, shall agree to use the property in accordance with the provisions of the Plan and be bound by the conditions and procedures set forth therein. t Section 10. If the Project Area is sold to a redevelopment corpo- ration formed pursuant to Chapter 353, Revised Statutes of Missouri, 1978, as amended, tax relief to the redeveloper shall be provided during the twenty (20) year period after the date upon which such a redevelopment corporation 4
