The project area is identified and described as follows: Lot 8 and part of Lot 7 in Block 2 of UNIVERSITY HEIGHTS Amended Subdivision No. 2, according to the plat thereof recorded in Plat Book 7 , page 69, of the St. Louis County Records, with all improvements thereon, also known and numbered 6900 Delmar Boulevard, University City, Missouri. Section 2. It has been determined that there is no necessity to grant the power of eminent domain to Developer. Section 3. It has been determined tha there will be no displacement of persons or families by Developer in the development program. Section 4. The City Council has reviewed the recommendation of the City Plan Commission that the area described in the Development Plan is a blighted area, and the City Council hereby ratifies and confirms the findings in Ordinance Numbers 5352, 5419 and 5455 that said area is a blighted area as defined by Chapter 353 of the Revised Statutes of Missouri, 1978, as amended. Section 5. The City Manager shall be and is hereby authorized and directed to enter into and perform on behalf of the City a contract by and between the City and the Developer and its successors and assigns within fifteen (15) days of the passage of this ordinance. Section 6.
