C. Redevelopers' Obligations <br /> 1. Each redeveloper will be obligated, by means of appropriate <br /> covenants running with the land, to devote the property to the <br /> uses, regulations and controls specified in the Plan during <br /> the effective period of the Plan, to begin and complete the <br /> construction of improvements within a reasonable time <br /> specified by the Authority and to develop and maintain the <br /> land and improvements in strict conformity with the controls <br /> and regulations of the Plan, and with the requirements of the <br /> disposition documents. <br /> 2. All redevelopment proposals shall be subject to planning and <br /> design review and approval by the Authority prior to land <br /> disposition and/or prior to the start of actual construction. <br /> 3. Existing commercial establishments will have first opportunity <br /> to relocate in redveloped areas. <br /> 4. All contracts with redevelopers shall prohibit land <br /> speculation. <br /> 5. Non-discrimination clauses shall be required in all contracts <br /> executed by each redeveloper. <br /> 6. All contracts with redevelopers for the construction of <br /> residential housing units shall require that a minimum of 20 <br /> percent of the total number of units will be made available at <br /> a sales price or a rental that low or moderate income persons <br /> and families can afford. <br /> D. Underground Utility Lines <br /> Each redeveloper shall be required to provide for the underground <br /> placement of all utility distribution lines servicing the <br /> development. <br /> E. Temporary Pro.iect Improvements and Facilities <br /> The Authority may devote property which it has acquired to <br /> temporary uses prior to the time such property is needed for <br /> redevelopment. Such uses may include, but are not limited to, <br /> project office facilites, rehabilitation demonstration projects, <br /> parking, relocation purposes, or public recreational uses in <br /> accordance with such standards, controls', and regulations as the <br /> Authority may deem appropriate. <br /> IV. OTHER PROVISIONS NECESSARY TO MEET STATE AND LOCAL REQUIREMENTS <br /> The elements of the Urban Renewal Plan satisfy all requirements of <br /> state and local laws. <br /> -11- <br /> MON79WAcf 2460 <br />
