INTRODUCED BY COUNCILMEMBER MAJERUS s BILL NO. 7730 y° 244 ORDINANCE NO. 5526 AN ORDINANCE APPROVING THE AMENDED UNIVERSITY COURT URBAN RENEWAL PLAN PREPARED AND SUBMITTED BY THE LAND CLEARANCE FOR REDEVELOPOMENT AUTHORITY OF THE CITY OF UNIVERSITY CITY FOR THE DEVELOPMENT OF A PROJECT AREA IN THE CITY OF UNIVERSITY CITY; FINDING SAID PROJECT AREA TO BE BLIGHTED, INSANITARY AND UNDEVELOPED AREA, WHICH SHOULD BE DEVELOPED IN THE PUBLIC INTEREST; FINDING THAT THE AMENDED PLAN IS FEASIBLE AND IS IN CONFORMITY WITH THE GENERAL PLAN FOR THE DEVELOPMENT OF THE CITY AS A WHOLE; FINDING THAT THE AMENDED PLAN AFFORDS MAXIMUM OPPORTUNITY FOR THE DEVELOPMENT OF THE AREA; FINDING THAT THERE IS NO NEED FOR A PLAN OF RELOCATION OF INDIVIDUALS, FAMILIES AND BUSINESSES TO BE DISPLACED FROM THE PROJECT AREA; PLEDGING COOPERATION OF THE CITY COUNCIL, AS PREVIOUSLY SET FORTH IN ORDINANCE NO. 4782, AND REQUEST- ING VARIOUS OFFICIALS, DEPARTMENTS AND OFFICIAL AGENCIES OF THE CITY OF UNIVERSITY CITY TO COOPERATE AND TO EXERCISE THEIR RESPECTIVE FUNCTIONS AND POWERS IN A MANNER CONSISTENT WITH THE AMENDED PLAN; AND CONTAINING A SEVERABILITY CLAUSE. WHEREAS, it is desirable and in the public interest that the Land Clearance for Redevelopment Authority of University City (hereafter referred to as the "Authority"), undertake and carry out an Amended Urban Renewal Plan in the area generally known as the University Court Urban Renewal Area, located in the City of Universiy City, Missouri, which is more speccifically described in Exhibit A which is attached hereto and incorporated herein by this reference; and WHEREAS, the City Council of University City has previously declared the Project Area to be a blighted, insanitary and undeveloped industrial area in need of Redevelopment under Section 99.300-710 R.S. Mo. , 1978 as amended; and WHEREAS, it is desirable to stimulate substantial improvements in the 'I area to alter or change the blighted, insanitary and undeveloped character of said area; and WHEREAS, the Authority and the members of the City Council are fully apprised and aware of the conditions existing in the area and that such con- ditions are detrimental and a menace to the safety, health and welfare of the locality as a whole, and that the existence in the area of blighted, insanitary and vacant parcels of land not economically used retards economic and social growth, and that the project is detrimental to the public health, safety, morals and welfare in its present condition and use, and that such conditions and use should be eliminated in the public interest; and WHEREAS, this City Council did, by Ordinance No. 4782, approved May 7 , 1973) approve the Authority's original plan for development of the project Area; and ST4It B C!'f:h'1� 1966 JUL 28 Grp 11: 04 80V` 950FAGE 2463 S is LGUf G ;Uu l Y.P'iU.
