PROPERTY REHABILITATION STANDARDS <br /> UNIVERSITY COURT <br /> (Mo. R-83) <br /> REHABILITATION OBJECTIVES <br /> All buildings and properties in the project area shall be rehabilitated <br /> when necessary and maintained at a level which achieves maximum possible <br /> health, social, economic and aesthetic conditions for the residents of <br /> the area. <br /> The standards set out below are minimum requirements governing the re- <br /> habilitation, alteration and any conversion of existing structure. They <br /> should not be construed as being meant to prohibit or discourage con- <br /> struction, reconstruction„conversion, alteration, addition or repair <br /> that results in perfoimance superior to that to be attained by the ob- <br /> servance of these standards. <br /> DEFINITIONS <br /> For the purpose of these regulations, the following words and phrases <br /> shall have the meaning respectively ascribed to them, unless otherwise <br /> provided: <br /> 1. Accessory Structure. A detached structure subordinate to the <br /> main or principal structure and located on the same lot, the <br /> use of which is customary to the main building. <br /> 2. Basement. A story having part but not more than one-half of its <br /> height below grade. A basement shall not be -included in comput- <br /> ing the number of stories referred to in any part of these regu- <br /> lations. <br /> 3. Bathroom. A room containing bathing and sanitary facilities pro- <br /> vided within each living unit consisting of a water closet, a tub <br /> or shover and a lavatorys a bathroom shall afford complete privacy. <br /> 4. Building. Any structure enclosed and isolated by exterior walls, <br /> constructed or used for the housing or enclosure of persons, <br /> animals or chattels. <br /> 5. Building Coverage. The percentage of a lot covered by portions <br /> of a building or buildings. <br /> 6. Deterioration. The condition or appearance of a building or part <br /> thereof, characterized by breaks, holes, rot, crumbling, cracking, <br /> peeling, rusting, or other evidence of physical decay or neglect, <br /> excessive use or lack of maintenance. <br /> 7. Duplex. A structure designed to be used for two dwelling units, <br /> or occupied by two families. <br /> S. Dwelling. A dwelling is a structure or portion of a structure <br /> designed or used for human habitation. <br /> 9.* Dwelling Multiple. A structure designed for more than two dwell- <br /> ing units or occupied by more than two families. <br /> 10. Dwelling Unit. Same as living unit. <br /> 11. Habitable Building.
