SECTION 108.0 PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES <br /> 108.1 Professionally Prepared Plans- All plans, computations and specifi- <br /> cations except those specifically excepted herein, shall be prepared by or <br /> under the direct supervision of a registered architect or engineer, duly <br /> licensed in the State of Missouri to render this service and shall bear that <br /> architect's or engineer's seal. <br /> Exceptions: <br /> 1) Single family dweling plans, prepared and designed by the owner <br /> of a proposed structure which is to be built for the actual use <br /> and occupancy of the owner. Such plans much be signed by the <br /> owner. <br /> 2) Miscellaneous structures related to residential properties (such <br /> as room additions, carports, garages, sheds, etc.) . <br /> 108.3 Elevations Certified: Structures, other than alterations or additions <br /> to existing one or two family dwellings erected, constructed or enlarged in <br /> areas of special flood hazards as defined in Chapter 12A of the Municipal <br /> Code, shall be laid out, staked, and approved elevations of foundations and <br /> lowest floor level shall be certified by a Registered Engineer or Land <br /> Surveyor, duly licensed in the State of Missouri. <br /> SECTION 109.0 DEPARTMENT OF BUILDING INSPECTION <br /> 109.1 Building Official: The term "department of building inspection" when- <br /> ever employed herein shall be construed to mean the Department of Planning and <br /> Development of the City of University City and the term "building official" <br /> shall be construed to mean the building conmissioner of the City of University <br /> City, or the duly authorized representative of the building commissioner. <br /> 109.2 Appointment: Is hereby deleted in its entirety: <br /> 109=4 Deputies: The building official may designate one or more deputies who <br /> shall exercise such powers and shall perform such duties as are prescribed by <br /> the building official, and shall exercise all of the powers of the building <br /> official during the temporary absence or disability of the building official, <br /> 109.7 Restriction on Employees: No official or employee connected with the <br /> department of building inspection, except one whose only connection is that of <br /> a member of a citizens board or commission shall be engaged in or directly or <br /> indirectly connected with the furnishing of labor, materials or appliances for <br /> the construction, alteration or maintenance of any building within the City of <br /> University City, or the preparation of plans or specifications therefor, with- <br /> out the express approval of the City Manager, unless he or she is the owner of <br /> the building; nor shall such officer or employee engage in any work which <br /> conflicts with his or her official duties or with the interests of the <br /> department. <br /> SECTION 111.0 APPLICATION FOR PERMIT <br /> 111.1 When Permit is Required: It shall be unlawful to engage in any of the <br /> following activities without first filing an application with the building <br /> official in writing and obtaining the required permit therefor: <br /> 1) Construct, enlarge, alter, remove or demolish a structure; <br /> 2) Change the occupancy of a structure to one requiring greater <br /> strength, more exists, or increased sanitary provisions; <br /> 3) Change the use of all or part of a structure to another use <br /> group; <br /> 4) Install or alter any equipment which is regulated or required <br /> by this code; <br /> 5) .(epair fire, tornado, flood or earthquake damage; <br /> 6) Rehabilitate a condemned structure or portion thereof; <br /> 7) Hove a structure from one location to another; <br /> 8) Install dropped ceilings or otherwise create concealed spaces; <br /> 2 <br />
