SECTION 108.0 PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES 108.1 Professionally Prepared Plans- All plans, computations and specifi- cations except those specifically excepted herein, shall be prepared by or under the direct supervision of a registered architect or engineer, duly licensed in the State of Missouri to render this service and shall bear that architect's or engineer's seal. Exceptions: 1) Single family dweling plans, prepared and designed by the owner of a proposed structure which is to be built for the actual use and occupancy of the owner. Such plans much be signed by the owner. 2) Miscellaneous structures related to residential properties (such as room additions, carports, garages, sheds, etc.) . 108.3 Elevations Certified: Structures, other than alterations or additions to existing one or two family dwellings erected, constructed or enlarged in areas of special flood hazards as defined in Chapter 12A of the Municipal Code, shall be laid out, staked, and approved elevations of foundations and lowest floor level shall be certified by a Registered Engineer or Land Surveyor, duly licensed in the State of Missouri. SECTION 109.0 DEPARTMENT OF BUILDING INSPECTION 109.1 Building Official: The term "department of building inspection" when- ever employed herein shall be construed to mean the Department of Planning and Development of the City of University City and the term "building official" shall be construed to mean the building conmissioner of the City of University City, or the duly authorized representative of the building commissioner. 109.2 Appointment: Is hereby deleted in its entirety: 109=4 Deputies: The building official may designate one or more deputies who shall exercise such powers and shall perform such duties as are prescribed by the building official, and shall exercise all of the powers of the building official during the temporary absence or disability of the building official, 109.7 Restriction on Employees: No official or employee connected with the department of building inspection, except one whose only connection is that of a member of a citizens board or commission shall be engaged in or directly or indirectly connected with the furnishing of labor, materials or appliances for the construction, alteration or maintenance of any building within the City of University City, or the preparation of plans or specifications therefor, with- out the express approval of the City Manager, unless he or she is the owner of the building; nor shall such officer or employee engage in any work which conflicts with his or her official duties or with the interests of the department. SECTION 111.0 APPLICATION FOR PERMIT 111.1 When Permit is Required: It shall be unlawful to engage in any of the following activities without first filing an application with the building official in writing and obtaining the required permit therefor: 1) Construct, enlarge, alter, remove or demolish a structure; 2) Change the occupancy of a structure to one requiring greater strength, more exists, or increased sanitary provisions; 3) Change the use of all or part of a structure to another use group; 4) Install or alter any equipment which is regulated or required by this code; 5) .(epair fire, tornado, flood or earthquake damage; 6) Rehabilitate a condemned structure or portion thereof; 7) Hove a structure from one location to another; 8) Install dropped ceilings or otherwise create concealed spaces; 2
