' 1 t explosive fumes or vapors or the presence of toxic fumes, gases or materials, or use of defective or dangerous equipment, the building official is hereby authorized and empowered to order and require the occupants to vacate the same forthwith. He shall cause to be posted at the main entrance to such struc- ture, a notice reading as follows: "THIS STRUCTURE IS UNSAFE AND ITS USE OR OCCUPANCY HAS BEEN PROHIBITED BY THE BUILDING OFFICIAL." It shall be unlawful for any person to enter such structure except for the purpose of making the required repairs or of demolishing the same, 121.2 Temporary Safeguards: Notwithstanding other provisions of this code, whenever in the opinion of the building official, there is actual and immediate danger of collapse or failure of a structure or any part thereof which would endanger life, or there is an actual and immediate danger because a vacant or partially vacant building is unguarded or has any open doors or windows, thereby creating a fire hazard or other security hazard or endanger- ing life or property, the building official shall cause the necessary work to be done including the boarding-up of all accessible openings, to render such building or structure or part thereof temporarily safe. All boarding-up of openings required under this section shall consist of not less than 1/2 inch thick weather-resistant plywood suitably coated with paint or other protective coating to prevent deterioration, cut to fit within openings, and securely nailed and braced. SECTION 124,0 BOARD OF APPEALS 124.1 Application for Appeal: Any interested person may appeal a decision of the building official to the board of appeals. Application for appeal may be made when it is claimed that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply, or an equally good or better form of construction can be used. 124,1.1 Filing Procedure: All appeals shall be filed in writing with the building official within thirty (30) days after the decision to be appealed is rendered by the building official. Appeals must be accompanied by a fee in the amount specified in local ordinances. 124.2 Membership of Board: The board of appeals shall consist of seven members appointed by the City Council. 124.2.1 Term: Board members shall be appointed for a five year term and serve until a successor has been appointed. r 124.2.2 Qualifications of Board Members: At least three of the members shall have at least ten (10) years experience as a licensed architect, builder, superintendent of building construction or licensed professional engineer with structural, civil or architectural engineering experience; five years of which that board member shall have been in responsible charge of work. 124.2.3 Chairperson: The board shall annually select one of its members to serve as chairperson. 124.4 Notice of Meeting: The meeting shall be upon notice from the chair- person, within thirty (30) days of the filing of an appeal, or at stated periodic meetings. SECTION 125.0 NUMBERING OF BUILDINGS 125.1 Building Permits: Before any building permit is issued for the erec- tion of any building requiring a number, the applicant shall be assigned an official number for the building in accordance with the standard numbering system established for the City. 125.2 Numbering System: On all east and west streets, numbers shall be a continuation of the numbering system established by the City of St. Louis, with odd numbers on the north side and even numbers on the south side.
