' 1 <br /> t <br /> explosive fumes or vapors or the presence of toxic fumes, gases or materials, <br /> or use of defective or dangerous equipment, the building official is hereby <br /> authorized and empowered to order and require the occupants to vacate the same <br /> forthwith. He shall cause to be posted at the main entrance to such struc- <br /> ture, a notice reading as follows: "THIS STRUCTURE IS UNSAFE AND ITS USE OR <br /> OCCUPANCY HAS BEEN PROHIBITED BY THE BUILDING OFFICIAL." It shall be unlawful <br /> for any person to enter such structure except for the purpose of making the <br /> required repairs or of demolishing the same, <br /> 121.2 Temporary Safeguards: Notwithstanding other provisions of this code, <br /> whenever in the opinion of the building official, there is actual and <br /> immediate danger of collapse or failure of a structure or any part thereof <br /> which would endanger life, or there is an actual and immediate danger because <br /> a vacant or partially vacant building is unguarded or has any open doors or <br /> windows, thereby creating a fire hazard or other security hazard or endanger- <br /> ing life or property, the building official shall cause the necessary work to <br /> be done including the boarding-up of all accessible openings, to render such <br /> building or structure or part thereof temporarily safe. All boarding-up of <br /> openings required under this section shall consist of not less than 1/2 inch <br /> thick weather-resistant plywood suitably coated with paint or other protective <br /> coating to prevent deterioration, cut to fit within openings, and securely <br /> nailed and braced. <br /> Section 123.0 ioard of Survey: Is hereby deleted in its entirety. <br /> SECTION 124,0 BOARD OF APPEALS <br /> 124.1 Application for Appeal: Any interested person may appeal a decision of <br /> the building official to the board of appeals. Application for appeal may be <br /> made when it is claimed that the true intent of this code or the rules legally <br /> adopted thereunder have been incorrectly interpreted, the provisions of this <br /> code do not fully apply, or an equally good or better form of construction can <br /> be used. <br /> 124,1.1 Filing Procedure: All appeals shall be filed in writing with the <br /> building official within thirty (30) days after the decision to be appealed is <br /> rendered by the building official. Appeals must be accompanied by a fee in <br /> the amount specified in local ordinances. <br /> 124.2 Membership of Board: The board of appeals shall consist of seven <br /> members appointed by the City Council. <br /> 124.2.1 Term: Board members shall be appointed for a five year term and <br /> serve until a successor has been appointed. <br /> r <br /> 124.2.2 Qualifications of Board Members: At least three of the members shall <br /> have at least ten (10) years experience as a licensed architect, builder, <br /> superintendent of building construction or licensed professional engineer with <br /> structural, civil or architectural engineering experience; five years of which <br /> that board member shall have been in responsible charge of work. <br /> 124.2.3 Chairperson: The board shall annually select one of its members to <br /> serve as chairperson. <br /> 124.4 Notice of Meeting: The meeting shall be upon notice from the chair- <br /> person, within thirty (30) days of the filing of an appeal, or at stated <br /> periodic meetings. <br /> SECTION 125.0 NUMBERING OF BUILDINGS <br /> 125.1 Building Permits: Before any building permit is issued for the erec- <br /> tion of any building requiring a number, the applicant shall be assigned an <br /> official number for the building in accordance with the standard numbering <br /> system established for the City. <br /> 125.2 Numbering System: On all east and west streets, numbers shall be a <br /> continuation of the numbering system established by the City of St. Louis, <br /> with odd numbers on the north side and even numbers on the south side.
