2004.6 License Required: A permit shall be issued only to a person who has a currently valid . .electrical contractors license, electrical maintenance license, electrical industrial license, or electrical communications contractors license, duly issued by the Building Commission of St. Louis County, Missouri. PLU:1131 NG SYSTEMS SECTION 2203.0 PER11ITS AND CERTIFICATES OF APPROVAL 2203.6 Homeowner Permits: Subject to all provisions of sections 2203.6.1 through 2203.6.6, a permit may be issued to the owner or to a member of the owner's immediate family for the repair or modification (including the installation of additional fixtures) of an existing plumbing or drainage system on the premises of a detached one-family dwelling Including accessory structures. 2203.6.1 The dwelling shall be designed and used solely for living purposes. 2203.6.2 The dwelling shall be occupied by the permittee. 2203.6.3 The permittee shall personally perform all required work,. 2203.6.4 Prior to the issuance of a permit under this Section, the Building Official shall determine that the request for a permit complies with the fore- going provisions and that the applicant has the necessary knowledge and ability to perform the proposed work, 2203.6.5 The permit may be revoked by the Building Official if it is deter- mined that work under the permit is not being properly performed or that the applicant did not comply or no longer complies with this Section. Upon such revocation, the property owner may be required by the Building Official to proceed immediately to procure a licensed plumber to correct or complete the work. 2203.6.6 This Section does not authorize a waiver or modification of any provision of this Code or the Plumbing Code relating to the materials, design, installation or practice of plumbing, drainage, or sewers, or to the prepa- ration and approval of plans, or to required fees for permits, inspections or reinspections. 2203.7 Licenses: No person shall perform any plumbing or drainlaying work unless currently licensed to perform such work as provided by local ordinance. Exceptions: 1) Work performed under a homeowner's plumbing permit. 5 2) Installation or replacement of domestic water heaters. 3) Repairs which involve only the working parts of a faucet or valve, the clearance of stoppages, the replacement of defective faucets or valves, or the replacement of approved dishwashers. 4) The installation, maintenance, extension or repair of processed drain systems, or piping, drains, drainage systems, or facilites for mechanical manufacturing, industrial processing, refriger- ation, heating, air conditioning, sprinkler or sprinkling system purposes, or parts, materials, devices or appurtenances in connection therewith or for the utilization or operation thereof, provided, however, final connection of any such system or line to a drainage line containing any form of human waste shall be done by a licensed person as stated herein.
