UCRC, the City and the Authority shall cooperate in carrying out the <br /> Modified Plan and the Grant Program as follows: <br /> (a) UCRC shall refer all interested investors or participants to <br /> the Authority. The Authority shall provide the individual investors with <br /> appropriate application forms and instructions outlining the procedure for <br /> participation by the private investors in the Grant Program. <br /> (b) The Authority shall review all applications and plans by <br /> individual investors for purpose of determining whether the rehabilitation <br /> plan for the properties is in compliance with the Modified Plan. The <br /> Authority shall then provide such advice and assistance to the developers as <br /> is necessary and feasible to allow the investors to complete the applications <br /> and participate in the Grant Program. The Authority, through its Board of <br /> Commissioners, shall approve or reject the investor's applications. <br /> (c) Once the Authority has approved the application of an <br /> individual investor, it shall forward to the City Council of the City for <br /> its approval the application of the individual investor, with such <br /> recommendations for tax abatement as the Authority shall deem appropriate. <br /> The City shall thereafter approve or reject the private investor's <br /> participation in the Grant Program. <br /> (d) Once the City Council has approved the participation of the <br /> private investor in the Parkview Gardens Rehabilitation Program, UCRC shall <br /> accept, for nominal consideration, the fee transfer of the investor's property <br /> and immediately thereafter enter into a "Parcel Development Agreement" with <br /> the investor obligating the investor to carry out the plans for rehabilita- <br /> tion of the property as submitted by the investor and approved by the <br /> Authority. The Parcel Development Agreement shall be in a form approved by <br /> the Authority, shall incorporate the plans approved by the Authority, and <br /> —3— <br />
