Additionally, UCRC will encourage private investors to apply to the City of <br /> University City through the University City Land Clearance for Redevelopment <br /> Authority for participation in the Parkview Gardens Rehabilitation Grant Program. <br /> Under this program University City will assist in reducing rehabilitation loan <br /> costs by giving a grant to private investors upon the completion of the <br /> rehabilitation of a property to the Project Standards. The grant is based on a <br /> percentage of the rehabilitation costs. Funding is from Community Development <br /> Block Grant Funds obtained under a contract with St. Louis County, Missouri. <br /> K. INTENSIFIED CODE ENFORCEMENT. <br /> UCRC will cooperate with the City of University City in seeking to intensify <br /> and facilitate an improved University City code enforcement dealing with zoning <br /> and existing structures. Some of the proposed methods for intensifying this <br /> enforcement procedure would include the requirements that inspectors be <br /> responsible for issuing notices of violation, refusing occupancy permits where <br /> r <br /> outstanding notices of violations exist, encouraging court enforcement of code <br /> violation and billing property owners for the cost of reinspections necessitated <br /> by the failure to abate violations in a timely fashion. Additionally, the <br /> frequency of exterior building inspections will be increased. <br /> L. TAX ABATEMENT FOR RESIDENTIAL, COMMERCIAL AND INDUSTRIAL DEVELOPMENT AND <br /> REHABILITATION <br /> (1) Once an investor has demonstrated ability to complete the implementation <br /> of a residential, commercial, industrial development or rehabilitation project in <br /> accordance with the Project Standards, UCRC will acquire the property and <br /> transfer it back to the private investor subject to a Parcel Development <br /> Agreement between the Investor and UCRC. The Agreement will obligate the <br /> investor to rehabilitate the property in accordance with the Project Standards, <br /> and in turn the UCRC will forego its power of Eminent Domain over the property <br /> and assist the investor in attempting to obtain tax abatment by application to <br /> the City Council and notice to the Assessor's office. <br /> -6- <br />
