acquire; provided that the UCRC shall, 30 days prior to the filing of any <br /> Petition in Eminent Domain, notify the City Council of University City of UCRC's <br /> Intention to so file, and the City Council shall, within said 30 days have the <br /> right to direct the UCRC not to proceed with said Petition in Eminent Domain by <br /> the passage of a resolution so providing. <br /> I. OBJECTIVES. <br /> Through this program of encouraging rehabilitation of existing buildings and <br /> the construction of new improvements within the Project Area, UCRC intends to <br /> improve the attractiveness, safety and vitality of the neighborhood, while <br /> maintaining the basic urban character. UCRC desires to increase neighborhood and <br /> community—wide awareness of the positive aspects of the neighborhood now and for <br /> the future. While improving the quality of housing in the neighborhood in order <br /> to attract a wide variety of tenants, approximately twenty percent (20%) of the <br /> units in the Project Area will be rent assisted housing with approximately ten <br /> percent (10%) to be for assisted non—elderly housing. UCRC supports the <br /> principle of a racially, socially and economically balanced school population in <br /> the schools serving the neighborhood. <br /> UCRC also will encourage the development or rehabilitation of industrial, <br /> commercial and new residential projects within the Project Area to increase the <br /> tax base and provide jobs for local residents. <br /> J. INCENTIVE PROGRAMS: PHYSICAL IMPROVEMENTS AND REIMBURSEMENT OF COSTS OF <br /> REHABILITATION. <br /> UCRC will assess the potential advantages of tax incentives through the use <br /> of limited partnerships and historic district designations, and then disseminate <br /> information to the private investors indicating the availability of these <br /> incentives and describing the application process. <br /> —5— <br />
