FLOODPLAIN MANAGEMENT' ORDER_TO.COMPLY WITH CERTAIN REVISIONS NOW REQUIRED BY SAID ADMINISTRATION.TO BE IN EFFECT ON APRIL 1, 1987; PROVIDING A PENALTY AND CONTAINING AN EMERGENCY CLAUSE. _ .WHEREAS Chapter 12A, Floodplain Management, was incorporated in the Municipal Code of the City of University City setting forth floodplain manage- ment standards. for designated -flood hazard areas along the River-Des-Peres in accordance with standards set forth. by the Federal Flood Insurance if a$ Administration; and WHEREAS. recent changes in. _ the. National Flood Insurance Program (NFIP) criteria as set forth in Final Rules of the Federal Emergency Manage- ment Agency (FEMA) require as a condition of continued eligibility for participation in NFIP that communities revise their floodplain management regulations_to_ make them consistent with revised NFIP regulations by April 1, 1987; and WHEREAS,. due.notice of. a public__ hearing to be held by the City Council in the Council Chamber.at .Ci.ty Hall., University City, Missouri at 7:30 P.M. , March 30, 1987, was duly published in the St. Louis Countian, a news- paper of general circulation within said City; and WHEREAS said public hearing -was duly held and the matter of the changes of the floodplain management standards were thoroughly discussed at said meeting. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 12A of the Municipal Code of the City of University City, Missouri, is hereby amended by repealing Ordinance No. 5083, enacted May 8, .1978, and enacting in lieu thereof a new Chapter to be known as "Chapter 12A. Floodplain Management", relating to the same subject which shall read as follows: Chapter 12A Floodplain Management Sec. 12A-1. Definitions. Unless - specifically defined below, words or phrases used in this .ordinance shall be interpreted so as to give them the meaning they have in. common usage and to give this chapter its most reasonable application.
