"Appeal" means a request for a review of the local <br /> administrator's interpretation. of any provision of this <br /> chapter or a request for a variance. <br /> "Area.of shallow flooding" means _a designated AO Zone on a <br /> community's Flood Insurance Rate Map (FIRM) with base <br /> flood depths from one to _three feet where a clearly <br /> defined channel does- not-exist,- where the path of flooding <br /> is unpredictable. and..indeterminate, and where velocity <br /> flow may be evident. <br /> "Area of special _flood hazard" is the land in the flood- <br /> plain within a community subject to a one percent or <br /> greater.chance of flooding in any given year. <br /> "Base flood" means the flood having a one percent chance <br /> of being equaled or exceeded in any given year. <br /> "Building".-.a_structure. designed for the housing, enclosure <br /> or_shelter. of persons, animals- or property of any kind. <br /> "Development"- means. any._man-made. change to improved of <br /> unimpr.owed_._real estate,._ including but not limited to <br /> buildings_ or..other. s.truc.turesly mining, dredging, filling, <br /> grading., paving, excavation or drilling operations. <br /> "Flo.od'.'. or . ' flooding".means. a general and temporary con- <br /> dition_of-. .partial or.complete inundation of normally dry <br /> land areas from: <br /> (1) The overflow of inland or tidal waters; <br /> (2) The unusual. and.-_ rapid._accumulation of runoff or <br /> surface waters from any source. <br /> "Flood.. Hazard.Boundary_ Map". (FHBM) and Flood Insurance <br /> .Rate Map (FIRM)" means__ an. official map of a community on <br /> which. the Flood._Ins.urance Study,..has delineated the flood <br /> . hazard boundaries and. -the zones.. establishing insurance <br /> rates .ap.,p.licable to the community. <br /> "Flood Insurance Study" is the official report provided by <br /> the Federal Insurance Administration. The report contains <br /> flood profiles, as-well as the Flood Boundary-Floodway Map <br /> and .the water surface elevation of the base flood. <br /> "Floodway" means. the_ channel- of a river or other water- <br /> course_ and. the_ _adjacent. land _ar as that must be reserved <br /> ...in order.-to discharge the.-.base. flood without cumulatively <br /> -increasing the water surface elevation more than one foot. <br /> "Lowest floor" . means the lowest floor of the lowest <br /> _. .. enclosed.. area (including .-.basement) . An unfinished or <br /> . flood. ..r.esistant _enclosure.,,,- :.usa.ble solely for parking of <br /> vehicles, building acces.s.. or._ storage, in an area other <br /> than_ a_ basement_ area, _.is- not -considered a building's <br /> low.es.t..floor,_ provided that-such enclosure is not built so <br /> ..as_ to .render_. the structu.r.e. .in violation of the applicable <br /> non-elevation..design- requirements of this ordinance. <br /> "Mean_. sea level". means,- for- purposes of the National Flood <br /> . Insurance Program, the- National._.
