(4) Assure that maintenance is provided within the <br /> altered_or relocated portion of.-said watercourse so that <br /> the flood-carrying.capacity is not diminshed; <br /> -- (5) Verify and record. the. actual elevation (in relation <br /> to mean sea _level) of. the lowest floor (including base- <br /> ment) of new or substantially- improved buildings in all <br /> special.- flood ha.zard,_ areas except Zone A, except in the <br /> instance .where_ base flood elevation data from other <br /> sources are utilized; <br /> (6) Verify and record the actual elevation (in relation <br /> to mean. sea level_), to which- the new or substantially <br /> improved. buildings have been floodproofed; <br /> (7)_ The local administrator shall obtain, review and <br /> reasonably utilize any base flood elevation and floodway <br /> data-available .. from federal,. state, or other source, as <br /> criteria for requiring_that_ new- . construction, substantial <br /> improvements,. or. o.ther development in Zone A meet the <br /> requirements_of._Sections 12A-12 and 12A-13; <br /> (8) When floodproofiag.._is..utilized for a particular <br /> building, the local adminIs.trator._ shall obtain certifica- <br /> tion from a register-ed. professional engineer or architect; <br /> (9) Where interpretation-is.-- needed as to th exact <br /> location-.of .the_, boundaries. of. the areas of special flood <br /> hazards.
