NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY <br />CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. It iS hereby found, determined and declared that the Project <br /> <br />Area described in the Modified Delmar Loop Urban Renewal Plan is a blighted, <br /> <br /> \ <br />insanitary and undeveloped industrial area as defined in Section 99.320 R.S. Mo., <br /> <br />1978 as Modified , and that the conditions existing therein constitute an <br />economic and social liability and are detrimental to the public safety, health, <br />morals and welfare of the community. <br /> <br /> Section 2. That said Modified Plan, dated April 8, 1987, which is <br />attached hereto and incorporated herein by this reference, having been duly <br />reviewed and considered, is hereby approved and the City Clerk be and is hereby <br />directed to file copies of the Modified Plan with the Minutes of this meeting and <br />to have this ordinance recorded in the office of the Recorder of Deeds of St, <br /> <br />Louis County, Missouri. <br /> Section 3. It is hereby found and determined that said Modified Plan <br /> <br />conforms to the general plan for the development of the commaunity as a whole and <br />that the Modified Plan is feasible. <br /> <br /> Section 4. It is hereby found and determined that the Modified Plan <br />will afford maximum olpportunity consistent with the sound needs of the locality <br />as a whole for the redevelopmerit of the area. <br /> <br /> Section 5. The City Council has determined that there is no need for a <br />plan for the relocation of individuals, families, or businesses, as no such <br />persons or entities will be displaced as a result of the modifications made to <br />the the Plan. <br /> <br /> Section 6. That in order to implement and facilitate the carrying out <br /> of the Modified Plan, it is found and determined that certain official action may <br /> be required by this body, and accordingly the body hereby pledges its cooperation <br /> in helping to carry out the Modified Plan and request the various officials, <br /> departments, boards and agencies of the locality which have administrative <br /> responsbilities likewise to cooperate to such end and exercise their respective <br /> functions and powers in a manner consistent with the Modified Plan, and the <br /> Council stands ready to consider and take appropriate action upon proposals and <br /> measures designed to effectuate the Modified Plan. <br /> <br /> Section 7. It is hereby found and determined that the Modified Plan may <br /> be carried out in the manner providedby law, and, that in the event of the sale <br /> or other disposition of real property of any redevelopment corporation enjoying <br /> <br /> <br />
