Mo., 1978 as of any mortgage or other lien, through order of any Court of competent juris- diction, by voluntary transfer or otherwise, and the purchaser of such real property or such redevelopment corporation shall continue to use, operate and maintain such real property in accordance with the uses of the Development Plan, said property shall continue to receive the partial tax relief provided in Chapter 353.110 R. S. Mo., 1978 as amended, for the remainder of the tax abated period; but if such real property shall be used for a use different than that described in the Development Plan, or in the event that the purchaser does not desire the property to continue under the Development Plan, the real property shall be assessed for ad volorem taxes upon the full true value of the real property. Section 8. That the sac[ions of this ordinance shall be severable. That in the event that any section of this ordinance is found by a Court of competent jurisdiction to be uncons~itut_ional, the remaining sections of this ordinance shall remain valid, unless the Court finds that the valid sections of this ordinance are so essentially and inseparably connected with and dependent upon the void section that it cannot be presumed that the City Council would have enacted the valid sections without the void ones, or unless the Court finds that the valid sections standing alone are incomplete and are incapable of being executed in accordance with the legislative intent of this ordinance. Section 9o This ordinance shall take effect and be in force from and after its passage as provided by law; and the City Clerk shall record this ordi- nance with the Recorder of Deeds of St. Louis County.
