ARTICLE 3 <br /> <br />ENVIRONMENTAL REQUIREMENTS <br /> <br />SECTION 17-300.0 GENERAL <br /> <br />17-300.1 Scope: The provisions of this article shall govern the minimum <br />conditions for maintenance of exterior property, premises, and structures. <br /> <br />17-300.2 Responsibility: The owner of the premises shall <br />structures and premises in compliance with these requirements. <br />not occupy as owner-occupant or let to another for occupancy or <br />which do not comply with the requirements of this article. <br /> <br />maintain such <br />A person shall <br />use, premises <br /> <br />17-300.3 Vacant structures and land: All vacant structures and premises <br />thereof or vacant land shall be maintained clean, safe, secure and sanitary so <br />as not to cause a nuisance or adversely affect the public health, safety or <br />welfare. <br /> <br />SECTION 17-301.0 PREMISES CONDITIONS <br /> <br />17-301.1 Sanitation: All exterior property and premises shall be maintained <br />in a clean, safe and sanitary condition, free from any accumulation of rubbish <br />or garbage. <br /> <br />17-301.1.1 Containers: The operator of every establishment producing <br />garbage, vegetable wastes, or other putrescible materials shall provide, and <br />at all times cause to be used, leakproof approved containers, provided with <br />close fitting covers for the storage of such materials until removed from the <br />premises for disposal. <br /> <br />17-301.2 Grading and drainage: All premises <br />so as to prevent the accumulation of stagnant <br />structure located thereon. <br /> <br />shall be graded and maintained <br />water thereon, or within any <br /> <br />17-301.3 Sidewalks and driveways: All sidewalks, walkways, driveways, park- <br />ing spaces and similar areas for public use shall be kept in a proper state of <br />repair, and shall be maintained free of hazardous conditions. Stairs shall <br />comply with the requirements of Section 17-302.3.7. <br /> <br />17-301.4 Landscaping: Yards in residential zoning districts shall be pro- <br />vided with lawn or ground cover of vegetation or shrubs, covering an area of <br />not less than ten percent of the total lot area. All lot areas which are not <br />covered by vegetation shall be treated to prevent the blowing or scattering of <br />dust particles in the air. Any tree, shrub or other plant material on the <br />premises which overhangs a public entrance, driveway, or public walk shall be <br />properly trimmed to avoid obstruction of view or movement of vehicles and <br />pedestrians. Weeds and grass shall be maintained at a height of no more than <br />8 inches (203 mm) on any premises or upon the right of way adjoining such <br />premises; except weeds and grass on unimproved parcels of land shall be main- <br />tained at a height of no more than 12 inches (305 mm). The area along fences <br />and along foundations shall be maintained free of volunteer growth of trees <br />and shrubs. <br /> <br />17-301.5 Storage areas: All open salvage yards and open storage areas shall <br />be completely obscured from surrounding property by a solid screen not less <br />than 6 feet (1828mm) in height. <br /> <br />17-301.6 Exhaust vents: ~ pprson shall not construct, maintain, or operate <br />pipes, ducts, conductors,' fans, or blowers discharging gases, steam, vapor, <br />hot air, grease, smoke, odors or other gaseous or particulate wastes so as to <br />discharge directly upon abutting or adjacent public and private property or <br />that of another tenant. <br /> <br />17-301o7 Accessory structures: All accessory structures, including detached <br />garages, sheds, antennas, fences and walls, shall be maintained structurally <br />sound and in good repair. <br /> <br />14 <br /> <br /> <br />
